In the immediate aftermath of the 1993 Oslo Accords, both Qatar and Oman established low-level yet open diplomatic ties with Israel. In 2010, Ha'aretz reported that the former Israeli foreign minister, Tzipi Livni, was on friendly terms with Shaykh Abdullah Ibn Zayed, her counterpart from the UAE, despite the absence of formal diplomatic ties between the two states. The shared suspicion towards the regional designs of Iran that undoubtedly underpinned these ties even extended, it was alleged, to a secret dialogue between Israel and Saudi Arabia, led by the late Meir Dagan, the former head of Mossad. Cooperation between Israel and Saudi Arabia in thwarting Iran's regional ambitions also casts light on Washington's lack of strategic leadership, which had previously been the totem around which Israel and the Gulf states had based regional security strategies. Jones and Guzansky contend that, at the very least, ties between Israel and many of its Gulf counterparts are now more vibrant than hitherto realized. They constitute a tacit security regime which, while based on hard power interests, does not preclude competition in other areas. Ultimately, these relations are helping shape a new regional order in the Middle East.

Book excerpt: In 2003, after two years of negotiations, a group of prominent Israelis and Palestinians signed a model peace treaty. The document, popularly called the Geneva Initiative, contained detailed provisions resolving all outstanding issues between Israel and the Palestinian people, including drawing a border between Israel and Palestine, dividing Jerusalem, and determining the status of the Palestinian refugees. The negotiators presented this citizens' initiative to the Israeli and Palestinian peoples and urged them to accept it. One of the Israeli negotiators was Menachem Klein, a political scientist who has written extensively about the Jerusalem issue in the context of peace negotiations. Although the Geneva Initiative was not endorsed by the governments of either side, it became a fundamental term of reference for solving the Middle East conflict. In this firsthand account, Klein explains how and why these groups were able to achieve agreement. He directly addresses the formation of the Israeli and Palestinian teams, how they managed their negotiations, and their communications with both governments. He also discusses the role of third-party facilitators and the strategy behind marketing the Geneva Initiative to the public. A scholar and participant in the Geneva negotiations, Klein is able to provide both an inside perspective and an impartial analysis of the diplomatic efforts behind this historic compromise. He compares the negotiations to previous Israeli-Palestinian talks both formal and informal and the resolution of conflicts in South Africa and Algeria. Klein hopes that by treating the event as a case study we can learn a tremendous amount about the needs and approaches of both parties and the necessary shape peace must take between them.

We have come to visually associate the terms "intifada" and "Palestinian" solely with images of young men wrapped in kafiyyehs hurling rocks at Israeli soldiers. The photos gathered here are different. They grant us the rare opportunity to see facets of the Palestinians not portrayed in the popular media: the beauty of the land, the life of the sheepherders, the joy of the children, the quiet defiance of the elders, the dignity they all salvage. From 1981 to 1987 George Azar chronicled the Israeli invasion of Lebanon, the destruction of the U.S. Marine compound, the civil insurrection in West Beirut, the Iran-Iraq War and the interfactional war among the Palestinians in North Lebanon. He saw gun battles and deaths so numerous that his memory of them has become a blur. Leaving the horror of Beirut, Damour, and Tripoli behind, he resisted the thought of going back. But in early January 1988, news reports showed the people of the refugee camps, the villages, and the towns in the West Bank and the Gaza Strip taking to the streets. He returned to the occupied territories later that month and began taking these pictures. This book bears witness to Palestinian lives and by doing so gives the Other a human face. The texts that accompany the photographs are taken from eyewitness testimonies, open letters, news clippings, interviews, and Arabic poetry. An introductory essay by Ann M. Lesch describes the genesis of the intifada movement and its interactions with the Israeli government. Despite death, deportation, and the destruction of their homes, the Palestinians remain steadfast, convinced that one day the horror of military occupation will end and they will be able to live once again. This work is a testament to that conviction.
