Book excerpt: Há 60 anos, Rachel Carson lançou o importante livro Primavera silenciosa. Há 50 anos, foi realizada em Estocolmo (Suécia) a Conferência das Nações Unidas sobre Meio Ambiente Humano, primeira grande conferência internacional sobre temas ambientais. Há 30 anos, no Rio de Janeiro, foi realizada a Conferência das Nações Unidas sobre Meio Ambiente e Desenvolvimento, conhecida como Rio 92. Também em 1992, foi lançada a 1a edição deste livro, ainda sob outro título. O fato é que, durante os trinta anos de existência desta obra, a matéria foi crescendo em relevância e, no momento, é um dos ramos mais significativos do direito moderno. Como forma de celebrar todos esses acontecimentos, foi feita uma ampla revisão de Direito Ambiental, adaptando-o à mudança dos tempos. A matéria foi organizada em seções temáticas, como forma de facilitar a compreensão do público leitor e demonstrar a profunda inter-relação dos temas. Muito embora o conteúdo tenha se ampliado, procedeu-se a uma redução do texto, com vistas a eliminar citações e menções legislativas e jurisprudenciais que, atualmente, são facilmente localizáveis na internet. Por outro lado, buscou-se a coerência para um livro de direito ambiental, com a utilização de papel reciclado; e, portanto, sem o sacrifício de árvores. Uma novidade importante é que cada um dos capítulos é inaugurado com um vídeo, que pode ser acessado via QR Code, sobre os principais temas abordados. Ao longo dos anos, o direito ambiental foi se aperfeiçoando e os temas e institutos passaram a ter nova interpretação, em especial devido ao importante trabalho que os tribunais superiores brasileiros têm desempenhado. In Brazil, the offices of prosecutors and courts have become an important forum for resolving environmental conflicts, making environmental law more effective than in the past. Court involvement communicates the end of impunity for violators. It increases the accountability of governmental agencies and provides legal access for citizen complaints. In short, it enhances environmental rule of law. As developing countries continue to seek to reform their legal systems to strengthen democracy and the rule of law, the Brazilian Ministrio Publico must be recognized as a very promising model.
