Book excerpt: The carrying of concealed weapons for protection, specifically handguns, is a widely debated topic. This is especially true on college campuses following highly publicized mass shooting events. Researching students’ projected carrying behavior if legal on campus is important because it sheds light on the extent to which a concealed carry policy would be utilized in the university context, which has implications for public safety as well as student perceptions of safety. The scholarly literature indicates that White, Southern males who own guns are most likely to favor concealed carry policies. Donald Black’s theory of self-help (1983) and the collective security hypothesis (1987) frame this investigation by exploring whether students who feel that local law enforcement is ill equipped to protect them are more likely to say that they would utilize a concealed carry policy on campus as a measure of self-protection. Analyzing survey data from a Midwestern university In the Spring of 2009 with logistic regression, it is clear that the majority of students sampled are not in favor of a policy for carrying concealed firearms onto campus. As expected males and gun owners are significantly more likely to say they would carry concealed if legal. The interaction between gender and trust in law enforcement is also significant, indicating that males are more likely to say they would carry on campus relative to females as their level of confidence in law enforcement decreases. Overall, this research does not support Donald Black’s theory of self-help and the collective security hypothesis. In order to better test the theory of self-help and the collective security hypothesis, additional measures of the key variables are warranted in future research. In addition conducting a survey on projected carrying behavior with a nationally representative sample would aid understanding as to how the broader population of students in The United States would feel and behave if concealed carry were legal on their campus. Further investigation exploring why gender and law enforcement interact in predicting projected carry behavior is warranted.

[sic] The objectives would be to get concealed legislature passed in the appropriate government bodies allowing for concealed carry and then to get colleges and universities on board to accept such a policy. The next objective, by allowing concealed carry on campuses there should be an overall decrease in violent crimes, and in the instance of a school shooter situation the loss of live [sic] can be minimized if a concealed weapon carrier is present. In conclusion, concealed carry should be implemented across the board, not only would it prevent crimes from occurring, it would support the rights of individuals granted by the constitution. [sic].

Book excerpt: The purpose of this report is to recommend and test an empirical strategy for assessing the impact that concealed carry policies have on crime at college and university campuses. I use panel data obtained from the Department of Education for all crimes reported on four-year, undergraduate, federal financial aid-receiving institutions between 2001 and 2014 to model the impact of campus carry legislation. Differences in legislation across states, time, and school types allow for estimation of a triple difference regression model. Results of OLS estimations show that campus carry has no significant observable association with rates of aggravated assault, sexual assault, robbery, burglary, and motor theft committed on campus at the 95% confidence interval. These results are robust to a number of different assumptions, including time lag and negative binomial modeling approaches. However, true effects may be difficult to determine precisely as model estimations present large standard errors. Notably, my analysis does not attempt to control for variables that may also influence campus crime rates, such as local economic conditions, gun ownership rates, or rates of concealed carrying on campus. This analysis is therefore only a starting point for further research and the results contained here should be considered preliminary. At most, my analysis may throw partisan narratives surrounding campus carry into some measure of doubt. In particular, results fail to demonstrate a measurable deterrent effect theorized by campus carry advocates, or a criminal enabling effect theorized by opponents of the policy. Regardless of crime changes, I suggest that policymakers considering this controversial measure should also weigh how concealed carrying policies may influence a variety of other variables, including student suicides – a full understanding of which requires considerable caution and further research.
