It begins with the composition of the Commission and Court, including the biographies of the members, 1988 activities of each body, reproductions of resolutions and reports by the Commission and historic correspondences and decisions by the Court. Also included is an update on the status of the American Convention on Human Rights, which reports the relation of each country to that instrument, followed by resolutions adopted in 1988 by the OAS General Assembly. The year 1988 distinguished itself particularly because the Inter-American Court of Human Rights made its first decision on a contentious case, the "Velasquez Rodriguez" case (Honduras). This historic decision is reproduced in Part Three of this volume. Another important 1988 development in the Inter-American system was the Protocol of San Salvador, or Additional Protocol to the American Convention on Human Rights for Economic, Social and Cultural Rights, reproduced in Part Four. Also included, in its entirety, is a report on the human rights situation in Haiti, a report requested by the Organization of American States Permanent Council in Resolution 502. Huarás, capital of the Region (Department) of Ancash, Peru, has a distinct form of Quechua. That dialect was endangered due to a massive earthquake on May 31, 1970. Tens of thousands of people died, and the city was destroyed. Many of the survivors left the area. Once rebuilt, Huarás was repopulated with people new to the area who use Spanish or a different dialect to communicate. Since then, technological influences such as the Internet also reinforce the use of Spanish, to the detriment of the local Quechua. Born in Huarás, I was raised in a bilingual environment, Spanish and Quechua. Although I left the area to attend the university, I could always feel at home upon returning, until that earthquake. Since then it seems strange to return to an unfamiliar city, due to people, language and environment. I hope this glossary will help the newer generations better understand, not only their grandparents and ancestors, but the culture from which they come. Language and culture are intimately tied, and much more than words is lost when a language dies. The Inca Empire (Tahuantinsuyo) was invaded by Spain in 1532. At that time Quechua was spoken, never written, throughout the Inca civilization, with many dialects. Since then, the Spanish language has been imposed, but in Huarás never did it replace Quechua to the extent that it did in 1970. This glossary contains words, several verb forms, and phrases. It is written with the expectation that it may help to preserve the inherited Quechua, so that Huarás may remain bilingual. It is written for huarasinos, the people of Huarás. The III International Seminar on Research on Mediatization and Social Processes had a program developed on two levels: Debate Tables, with invited researchers (five discussion tables, with the participation of researchers from France (3), Argentina (2), Germany (1), and Brazil (5). In total, there were 15 hours of debates at the five Discussion Tables. Methodologically, the Seminar takes place in the articulation of Debate Tables with international guests and Working Groups with the presence of researchers, doctors, doctoral students, masters, and masters' degree students. We point out that, even in the scope of training processes, master's and doctoral students, masters and doctors, post-doctors and post-doctoral graduates, and members of the organizing Research Group take part as reviewers, in a blind evaluation process, of the expanded abstracts submitted by graduates with a lower title - under the coordination of the research professors from the Mediatization and Social Processes Group. They evaluated (in a group of more than three dozen reviewers) each of the works submitted by colleagues with a lower instructional level, with classificatory notes, which resulted in the approved works. They were then grouped by the Organizing Committee, successively, until they reached the event's working groups.
