The most aggressive transcontinental integration project ever planned for South America, the initiative systematically deploys ten east-west infrastructural corridors, enhancing economic development but raising important questions about the polarizing effect of pitting regional needs against the colossal processes of resource extraction. Providing much-needed historical contextualization to IIRSA’s agenda, Beyond the City ties together a series of spatial models and offers a survey of regional strategies in five case studies of often overlooked sites built outside the traditional South American urban constructs. Implementing the term “resource extraction urbanism,” the architect and urbanist Felipe Correa takes us from Brazil’s nineteenth-century regional capital city of Belo Horizonte to the experimental, circular, “temporary” city of Vila Piloto in Três Lagoas. In Chile, he surveys the mining town of María Elena. In Venezuela, he explores petrochemical encampments at Judibana and El Tablazo, as well as new industrial frontiers at Ciudad Guayana. This volume collates the findings from a research project that examined urban areas across the globe, including case studies from India, Uganda, Peru, Colombia, Mexico, Cambodia, and the Philippines. The book offers a unique approach to resettlement, providing an opportunity for urban planners to re-think how disaster risk management can better address the accumulation of urban risks in the era of climate change.

Book excerpt: In Territories of Difference, Arturo Escobar, author of the widely debated book Encountering Development, analyzes the politics of difference enacted by specific place-based ethnic and environmental movements in the context of neoliberal globalization. His analysis is based on his many years of engagement with a group of Afro-Colombian activists of Colombia’s Pacific rainforest region, the Proceso de Comunidades Negras (PCN). Escobar offers a detailed ethnographic account of PCN’s visions, strategies, and practices, and he chronicles and analyzes the movement’s struggles for autonomy, territory, justice, and cultural recognition. Yet he also does much more. Consistently emphasizing the value of local activist knowledge for both understanding and social action and drawing on multiple strands of critical scholarship, Escobar proposes new ways for scholars and activists to examine and apprehend the momentous, complex processes engulfing regions such as the Colombian Pacific today. Escobar illuminates many interrelated dynamics, including the Colombian government’s policies of development and pluralism that created conditions for the emergence of black and indigenous social movements and those movements’ efforts to steer the region in particular directions. He examines attempts by capitalists to appropriate the rainforest and extract resources, by developers to set the region on the path of modernist progress, and by biologists and others to defend this incredibly rich biodiversity “hot-spot” from the most predatory activities of capitalists and developers. He also looks at the attempts of academics, activists, and intellectuals to understand all of these complicated processes. Territories of Difference is Escobar’s effort to think with Afro-Colombian intellectual-activists who aim to move beyond the limits of Eurocentric paradigms as they confront the ravages of neoliberal globalization and seek to defend their place-based cultures and territories.

Book excerpt: Walter Lippmann wrote his "Public Opinion" at a time when something like the 'mass media' was coming into existence. Prior to the age of electronic communication, the only mechanism for reaching large numbers of individuals was the newspapers. In World War I, he saw how opportunistic nations used the newspapers to serve their often nefarious aims. Lippmann, however, believed that in the hands of super-intelligent, disinterested, omni-benevelont 'experts, ' the 'mass media' could bring about world peace. The school system, the advent of radio, and of course, the television, were arriving or coming along shortly. Each allowed a small group of people the ability to manage a much larger group, inspiring optimism among liberals and progressives that with the right forumula, the horrors seen in World War I would never occur again. Lippmann wrote "Public Opinion" in 1922, shortly after World War I. In 1924, a certain Adolf Hitler would be spending time in jail. If this merited any mention in any newspaper, it is doubtful that no expert paid it any mind. 1939 was, after all, a long way off.
