Este trabajo presenta resultados del proyecto articulación de la Universidad de La Guajira al sistema nacional de acceso abierto al conocimiento (SNAAC) de Colombia. La experiencia consistió en un ejercicio de acompañamiento que realizó la Oficina de Innovación Educativa con uso de Nuevas Tecnologías del Ministerio de Educación Nacional (MEN), el Departamento Administrativo de Ciencias Tecnología e Innovación (Colciencias), y la Red Nacional Académica de Tecnología Avanzada (RENATA) para que instituciones de Educación Superior se vincularan a SNAAC y visibilizara toda la producción científica de manera libre y en internet a través de los repositorios institucionales. Los resultados indican que la comunidad educativa reconoce como beneficioso compartir y administrar la información en modalidad acceso abierto y está de acuerdo con políticas institucionales para promover este tipo de prácticas. Sin embargo, existen falsas creencias respecto a derechos sobre la obra cuando se publica de manera libre en internet. Este estudio concluye que a nivel universitario se requieren mayores prácticas de acceso abierto en las cuales se articulen programas y procesos para publicar los productos, formación en ciencia abierta y fortalecimiento de competencias digitales en estudiantes y docentes. Such an account necessarily had to be comprehensive and reasonably detailed. Although it could be, and indeed has been, used by those who were making an acquaintance with this branch of genetics for the first time, it went beyond their needs. We have been encouraged therefore to write an introduction to the genetical analysis of continuous variation aimed primarily at senior undergraduate and postgraduate students, and concentrating on basic considerations, basic principles and basic techniques. This has meant, of course, omitting all reference to some phenomena of more restricted interest, notably sex-linkage, ma ternal effects, haploidy and polyploidy. It has meant, too, that even with some phenomena which have been included, like interactions, linkage and effective factors, the discussions cannot go into full detail. Anyone who is interested, however, can find further information in Biometricai Genetics, to which detailed references have been given where it ap peared that these would be helpful. The order of presentation has been changed with the aim of making it easier for beginners.

Book excerpt: A rigorous and comprehensive account of recent democratic transitions around the world From the 1980s through the first decade of the twenty-first century, the spread of democracy across the developing and post-Communist worlds transformed the global political landscape. What drove these changes and what determined whether the emerging democracies would stabilize or revert to authoritarian rule? Dictators and Democrats takes a comprehensive look at the transitions to and from democracy in recent decades. Deploying both statistical and qualitative analysis, Stephen Haggard and Robert Kaufman engage with theories of democratic change and advocate approaches that emphasize political and institutional factors. While inequality has been a prominent explanation for democratic transitions, the authors argue that its role has been limited, and elites as well as masses can drive regime change. Examining seventy-eight cases of democratic transition and twenty-five reversions since 1980, Haggard and Kaufman show how differences in authoritarian regimes and organizational capabilities shape popular protest and elite initiatives in transitions to democracy, and how institutional weaknesses cause some democracies to fail. The determinants of democracy lie in the strength of existing institutions and the public's capacity to engage in collective action. There are multiple routes to democracy, but those growing out of mass mobilization may provide more checks on incumbents than those emerging from intra-elite bargains. Moving beyond well-known beliefs regarding regime changes, Dictators and Democrats explores the conditions under which transitions to democracy are likely to arise.

Steeped in more than a decade of ethnography on the emergent entrepreneurial middle class of Barbados, she finds dramatic reworkings of selfhood, intimacy, labor, and life amid the rumbling effects of political-economic restructuring. She shows us that the déjà vu of neoliberalism, the global hailing of entrepreneurial flexibility and its concomitant project of self-making, can only be grasped through the thickness of cultural specificity where its costs and pleasures are unevenly felt. Freeman theorizes postcolonial neoliberalism by reimagining the Caribbean cultural model of 'reputation-respectability.' This remarkable book will allow readers to see how the material social practices formerly associated with resistance to capitalism (reputation) are being mobilized in ways that sustain neoliberal precepts and, in so doing, re-map class, race, and gender through a new emotional economy.

In addition, ever worsening pollution due to fossil fuel consumption, for instance oil and chemical spills, strip mining, sulphur emission and accumulation of solid wastes, has, among other things, led to an increase of as much as 10% in the carbon dioxide content of the atmosphere in this century. This has induced a warming trend through the 'greenhouse effect' which prevents infrared radiation from leaving it. Many people think the average planetary temperatures may rise by 4°C or so by 2050. This is probably true since Antarctic ice cores evidence indicates that, over the last 160000 years, ice ages coincided with reduced levels of carbon dioxide and warmer interglacial episodes with increased levels of the gas in the atmosphere. Consequently, such an elevation of temperature over such a relatively short span of time would have catastrophic results in terms of rising sea level and associated flooding of vast tracts of low-lying lands. Reducing the burning of fossil fuels makes sense on both economic and environmental grounds. One of the most attractive alternatives is geothermal resources, especially in developing countries, for instance in El Salvador where geothermal energy provides about a fifth of total installed electrical power already. In fact, by the middle 1980s, at least 121 geothermal power plants were operating worldwide, most being of the dry steam type.
