Preliminary versions of these papers were presented at a workshop on the foundations of real-time computing sponsored by the Office of Naval Research in October, 1990 in Washington, D.C. A companion volume by the title Foundations of Real-Time Computing: Fonnal Specifications and Methods complements this book by addressing many of the most advanced approaches currently being investigated in the arena of formal specification and verification of real-time systems. Together, these two texts provide a comprehensive snapshot of current insights into the process of designing and building real-time computing systems on a scientific basis. Many of the papers in this book take care to define the notion of real-time system precisely, because it is often easy to misunderstand what is meant by that term. Different communities of researchers variously use the term real-time to refer to either very fast computing, or immediate on-line data acquisition, or deadline-driven computing. This text is concerned with the very difficult problems of scheduling tasks and resource management in computer systems whose performance is inextricably fused with the achievement of deadlines. Such systems have been enabled for a rapidly increasing set of diverse end-uses by the unremitting advances in computing power per constant-dollar cost and per constant-unit-volume of space. End-use applications of deadline-driven real-time computers span a spectrum that includes transportation systems, robotics and manufacturing, aerospace and defense, industrial process control, and telecommunications.

It describes three new schemes that address cost-efficiency, user incentives, and allocation fairness with regard to different scheduling contexts. The first scheme, taking the Amazon EC2TM market as a case of study, investigates the optimal resource rental planning models based on linear integer programming and stochastic optimization techniques. This model is useful to explore the interaction between the cloud infrastructure provider and the cloud resource customers. The second scheme targets a free-trade resource market, studying the interactions amongst multiple rational resource traders. Leveraging an optimization framework from AI, this scheme examines the spontaneous exchange of resources among multiple resource owners. Finally, the third scheme describes an experimental market-oriented resource sharing platform inspired by eBay's transaction model. The study presented in this book sheds light on economic models and their implication to the utility-oriented scheduling problems.

Because computer technology is relatively recent and very fast-changing, the Air Force, like many other organizations, is experiencing difficulties in managing its computer resources. This report presents an illustrative system development life cycle, which depicts an orderly process for development. Five organizational and policy actions are recommended to improve the Air Force's management of its computer resources: (1) establish an Assistant Chief of Staff for Computer Resource Management; (2) develop all computer systems through a development channel in the DCS/Research and DEvelopment and Air Force Systems Command; (3) create a Data System Division within AFSC; (4) give each of the AFSC product divisions its own Center of Expertise; (5) strengthen and enlarge the role of the Single Manager in all commands involved in computer system design and development.

This trend has continued into the 1990's and it does not seem to be abating in any way. Microwave ovens, video recorders, telephone answer ing machines, compact disc players, computers, and a host of smaller or less sophisticated devices now appear in most households. The development of small and inexpensive computers, i. e. , personal computers, has placed computing resources within reach of many more people. In addition, many traditional, and largely mechanical devices, have been enhanced by electronics. For example, specialized microprocessors are combined with arrays of electronic sensors to control and monitor sophisticated engineering components in most new auto mobiles. In this and many other ways, we are touched by the new electronics in almost every aspect of our daily lives. Initially, personal computers were little more than toys. They contained only a small fraction of the computing power of their immediate ancestors, the mini computers and mainframe computers. However, rapid improvements in integ rated circuit design and chip manufacture produced regular reductions in size and cost of computer components. During the same time, processor speed and sophistication increased.
