Book excerpt: The concept of e-Government has emerged rapidly in the developing world to establish citizen-centred government. The Bangladesh Government has also concentrated on introducing e-Government as a part of existing governance reform through the use of ICT. This study is a comprehensive investigation of the effects of e-Government on transparency and openness through greater information flows in the public sector. Bangladesh encounters a multiple form of governance challenges, including corruption, malfunctioning public management and lack of transparency and accountability in public decision making and delivery of public services. Transparency and access to information is a prerequisite for strengthening governance mechanism in this context. The potential benefits of e-Government in Bangladesh largely depend on the establishment of accessible ICT infrastructure to provide online services. However, the existing body of knowledge on assessing e-Government's impact on transparency in the public management is scanty. No significant prior study of the use and impact of e-Government in improving transparency and openness from a developing country perspective is known. Hence, this study was undertaken to address this gap in the literature. Further, it investigates the drivers and obstacles to the successful implementation of e-Government. This exploratory, qualitative research involved detailed case studies with two organisations selected from amongst nine implementing e-Government initiatives across the public sector in Bangladesh and made use of diverse data sources. Findings from these case studies support the benefits that e-Government can achieve transparency and openness in the government system when technological integration involves constant engagement between service providers and the users to 'join up services'. The major theoretical contribution of this thesis builds on the 'Technology Enactment' theory of Fountain (2001). Although developed in an Anglo-American context, Fountain's 'technology enactment' is reflected this study which uses her theory as an analytical framework to study the information-based changes in the organisations studied. The thesis identifies several factors affecting successful implementation of e-Government development in this context, including the role of political leaders and improvement of infrastructure capacity. Public-private partnership e-Government projects offer the potential of new knowledge and skills, financial support, and performance accountability. However, caution should be taken to fair play the role of the private partners within the purview of PPP.Finally, the thesis finds that the implementation of e-Government necessitates crafting strategies that affect the structures and processes of the government and demand large amounts of scarce resources, money, skills and commitment of the political leaders, public sector leaders and managers.

The technology appropriation process requires that e-government technologies should be in line with the work practices of end users, so that successful usage of these technologies can be realized. E-governmental systems which fail to take into account such human factors result in failure and wasting huge amounts of public money as well as a loss of confidence of the public in such technological infrastructures. It is highly important that citizens are enabled to have access to the appropriate information technology, have knowledge and skills to use the available technology, and have the positive commitment to affect the governments’ strategies. So, enabling citizens to effectively participate is much more difficult. This book addresses these inherent challenges and available opportunities with respect to user-centric e-government.

The study results revealed that the DESC provides public services efficiently, the e-service centres are positively interconnected with effective e-governance service, e-governance services have a positive impact on enhancing citizen satisfaction and e-governance is positively correlated to good governance promises impending to validation of hypothesis. It is believed the comprehensive analysis on e-service centres would be imperative to assess the effectiveness of delivery of e-government services.

The use of modern technology like computers and access of the internet by the mass people are the main equipments for ensuring e-government, but reality is that mass people those applying for passport aren't doing the online application for their passport. They are using manual or traditional application process still now, and manual process makes the whole application process complex and difficult for its service receiver. Besides, the government doesn't able to ensure full online based service of passport application because the applicant has to submit the fee of application manually to a specific branch of a Bank. And, the Study also finds some effective solutions those needed to implement right now in all passport offices in Bangladesh. E-government is the only solution to ensure effectiveness, efficiency, accountability and transparency of the government in time of providing services to the people.

However, few of these projects achieve their stated goals and some of them are complete failures. Therefore, understanding e-government success has become very important and urgent in recent years. In order to develop relevant knowledge about this complex phenomenon, researchers and practitioners need to identify and assess what are the main conditions, variables, or factors that have an impact on e-government success. However, before being able to evaluate these impacts, it is necessary to define what e-government success is and what some e-government success measures are. This book presents a review of both e-government success measures and e-government success factors. It also provides empirical evidence from quantitative analysis and two in-depth case studies. Although based on sound theory and rigorous empirical analysis, the book not only significantly contributes to academic knowledge, but also includes some practical recommendations for government officials and public managers. Theoretically, the book proposes a way to quantitatively operationalize Fountain’s enactment framework. Based on the institutional tradition, the technology enactment framework attempts to explain the effects of organizational forms and institutional arrangements on the information technology used by government agencies. According to Fountain (1995; 2001) the technology enactment framework pays attention to the relationships among information technology, organizations, embeddedness, and institutions. This framework is very well known in the e-government field, but is normally used for qualitative analysis and there is no previous proposal of how to use it with quantitative data. The book proposes variables to measure each of the different constructs in this framework and also tests the relationships hypothesized by Fountain’s theory. Finally, using the advantages of the selected quantitative analysis technique (Partial Least Squares), the study also proposes some adjustments and extensions to the original framework in a theory building effort. Methodologically, the book reports on one of the first multi-method studies in the field of e-government in general and e-government success in particular. This study uses a nested research design, which combines statistical analysis with two in depth case studies. The study begins with a statistical analysis using organizational, institutional, and contextual factors as the independent variables. An overall score representing e-government success in terms of the functionality of state websites is the dependent variable. Second, based on the statistical results two cases are selected based on their relative fitness to the model (residuals) and their position in the general ranking of website functionality (which includes four different measures). In order to complement the results of the statistical analysis, case studies were developed for the two selected states (New York and Indiana), using semi-structured interviews and document analysis. In terms of the statistical analysis, the book constitutes one of the first applications of Partial Least Squares (PLS) to an e-government success study. PLS is a structural equations modeling (SEM) technique and, therefore, allows estimating the measurement model and the structural model simultaneously. The use of this sophisticated statistical strategy helped to test the relationships between e-government success and different factors influencing it, as well as some of the relationships between several of the factors, thus allowing exploring some indirect effects too.
