The paper illustrates how this framework can be applied to analyzing broad allocations of spending within and across sectors, drawing upon some key findings and country examples from major sectors (health, education, infrastructure). The report emphasizes six elements which should be an integral part of an ongoing exercise to evaluate public spending. Those elements include: (1) the aggregate level of public spending and deficit of the consolidated public sector must be consistent with the macroeconomic framework; (2) aggregate spending should be allocated to programs within and across sectors to maximize social welfare, including the impact on the poor; (3) the role of the government versus the private sector ought to be a principal criterion governing the choice of programs for public financing and provision--public expenditures should complement rather than substitute for private sector activities; (4) the impact of key programs on the poor, including their incidence and total costs, should be analyzed; (5) the input mix, or the allocations for capital and recurrent expenditures, should be analyzed in an integrated manner within programs and sectors; and (6) budgetary institutions should be analyzed to insure that the underlying incentive structure contributes to aggregate fiscal discipline, allocative efficiency and equity in the composition of spending, and technical efficiency in the use of budgeted resources. Fifteen tables (out of 49) and 5 appendices (out of 17) deal with education-related data. The paper should be useful to policymakers in developing countries, staff in donor organizations, as well as researchers working on public expenditure issues. (Author/EH).

Book excerpt: The Programmatic Public Expenditure Review (PPER) has been designed to cover five themes which represent the key challenges for fiscal policy and Public Financial Management System (PFM) reforms in Tajikistan. The themes are as follows: Theme 1: Public Expenditure, Fiscal Space and Growth; Theme 2: Policy-based Budgeting; Theme 3: Efficiency of Public Expenditure in the Social Sectors; Theme 4: Fiduciary Risks; and Theme 5: Inter-governmental fiscal relations. Theme 1 responds to questions of fiscal policy design, especially related to the composition of expenditure and the magnitude of external borrowing, which are becoming increasingly important in Tajikistan and which are likely to have a profound impact on the long term development of the economy. Theme 2 responds to the decision taken by the Government of Tajikistan (GOT) in 2006 to reinvigorate efforts to implement the Medium-term Expenditure Framework (MTEF) and to seek financial and technical support from development partners for this endeavor. Theme 3 focuses on expenditure efficiency in the social sectors, an issue which has not hitherto been subject to rigorous analysis, using methodologies which include efficiency frontier analysis and Public Expenditure Tracking Surveys (PETS). Theme 4 focuses on fiduciary issues and includes a comprehensive evaluation of the PFM system using the internationally accepted best practice methodology of the Public Expenditure and Financial Assessment (PEFA). Theme 5 will provide advice on how the structure of inter-governmental fiscal relations can be reformed to best accommodate the requirements of the MTEF, other PFM reforms and the GOT'S Public Administration Reform Strategy (PARS). This volume of the PPER focuses mainly on Themes 1 and 2, with chapters on how public expenditure can best support economic growth, and on fiscal space for priority expenditures (under Theme 1) and the introduction of the MTEF (Theme 2). It also includes a summary of the PEFA, the main report of which will be published separately.

Malnutrition is intrinsically connected to human capital—undernutrition contributes to nearly half of child mortality, and stunting reduces productivity and earnings in adulthood. Improving nutrition requires a multisectoral effort, but it is difficult to identify and quantify the basic financing parameters as used in traditional sectors. What is being spent and by whom and on what? To address these questions, nutrition public expenditure reviews (NPERs) determine the level of a country’s overall nutrition public spending and assess whether its expenditure profile will enable the country to realize its nutrition goals and objectives. When done well, NPERs go beyond simply quantifying how much is spent on nutrition; they measure how well money is being spent to achieve nutrition outcomes and identify specific recommendations for improvement. A Guiding Framework for Nutrition Public Expenditure Reviews presents the key elements of an NPER and offers guidance, practical steps, and examples for carrying out an NPER. The book draws upon good practices from past NPERs as well as common practices and expertise from public expenditure reviews in other sectors. This handbook is intended for practitioners who are tasked with carrying out NPERs. Other target audiences include country nutrition policy makers, development partner officials, government technical staff, and nutrition advocates. The book presents data and analytical challenges faced by previous NPER teams and lays out the kinds of analyses that past NPERs have been able to carry out and those that they were unable to perform because of data or capacity constraints. It concludes with further work needed at the global and country levels to create the conditions necessary to conduct more comprehensive NPERs.

Book excerpt: This project, based on the Public Expenditure and Financial Accountability (PEFA) data set, researched how PEFA can be used to shape policy development in public financial management (PFM) and other major relevant policy areas such as anticorruption, revenue mobilization, political economy analysis, and fragile states. The report explores what shapes the PFM system in low- and middle-income countries by examining the relationship between political institutions and the quality of the PFM system. Although the report finds some evidence that multiple political parties in control of the legislature is associated with better PFM performance, the report finds the need to further refine and test the theories on the relationship between political institutions and PFM. The report addresses the question of the outcomes of PFM systems, distinguishing between fragile and nonfragile states. It finds that better PFM performance is associated with more reliable budgets in terms of expenditure composition in fragile states, but not aggregate budget credibility. Moreover, in contrast to existing studies, it finds no evidence that PFM quality matters for deficit and debt ratios, irrespective of whether a country is fragile or not. The report also explores the relationship between perceptions of corruption and PFM performance. It finds strong evidence of a relationship between better PFM performance and improvements in perceptions of corruption. It also finds that PFM reforms associated with better controls have a stronger relationship with improvements in perceptions of corruption compared to PFM reforms associated with more transparency. The last chapter looks at the relationship between PEFA indicators for revenue administration and domestic resource mobilization. It focuses on the credible use of penalties for noncompliance as a proxy for the type of political commitment required to improve tax performance. The analysis shows that countries that credibly enforce penalties for noncompliance collect more taxes on average.
