Environmental justice as studied in a variety of disciplines is most often associated with redressing disproportionate exposure to pollution, contamination, and toxic sites. In Neighborhood as Refuge, Isabelle Anguelovski takes a broader view of environmental justice, examining wide-ranging comprehensive efforts at neighborhood environmental revitalization that include parks, urban agriculture, fresh food markets, playgrounds, housing, and waste management. She investigates and compares three minority, low-income neighborhoods that organized to improve environmental quality and livability: Casc Antic, in Barcelona; Dudley, in the Roxbury section of Boston; and Cayo Hueso, in Havana. Despite the differing histories and political contexts of these three communities, Anguelovski finds similar patterns of activism. She shows that behind successful revitalization efforts is what she calls “bottom to bottom” networking, powered by broad coalitions of residents, community organizations, architects, artists, funders, political leaders, and at times environmental advocacy groups. Anguelovski also describes how, over time, environmental projects provide psychological benefits, serving as a way to heal a marginalized and environmentally traumatized urban neighborhood. They encourage a sense of rootedness and of attachment to place, creating safe havens that offer residents a space for recovery. They also help to bolster residents' ability to deal with the negative dynamics of discrimination and provide spaces for broader political struggles including gentrification. Drawing on the cases of Barcelona, Boston, and Havana, Anguelovski presents a new holistic framework for understanding environmental justice action in cities, with the right to a healthy community environment at its core.

These benefits of neighborhood revitalization are, in some cases, achieved at a potentially serious cost: the displacement of existing neighborhood residents by eviction, condominium conversion, or as a result of rent increases. Revitalizing Americas Cities investigates the reasons why the affluent move into revitalizing inner-city neighborhoods and the ways in which the new residents benefit the city. It also examines the resulting displaced households. Data are presented on displacement in nine revitalizing neighborhoods of five cities the most comprehensive survey of displaced households conducted to date. The study reveals characteristics of displaced households and hardships encountered as a result of being forced from their homes. Also featured is an examination of federal, state, and local policies toward neighborhood reinvestment and displacement, including various alternative approaches for dealing with this issue.

In 1995, the original urban Empowerment Zones (Atlanta, Baltimore, Chicago, Detroit, New York, and Philadelphia) each received a $100 million federal block grant and access to a variety of market-oriented policy tools to support the implementation of a ten-year strategic plan to increase economic opportunities and promote sustainable community development in high-poverty neighborhoods. In Collaborative Governance for Urban Revitalization, Michael J. Rich and Robert P. Stoker confront the puzzle of why the outcomes achieved by the original Empowerment Zones varied so widely given that each city had the same set of federal policy tools and resources and comparable neighborhood characteristics.The authors' analysis, based on more than ten years of field research in Atlanta and Baltimore and extensive empirical analysis of EZ processes and outcomes in all six cities shows that revitalization outcomes are best explained by the quality of local governance. Good local governance makes positive contributions to revitalization efforts, while poor local governance retards progress. While policy design and contextual factors are important, how cities craft and carry out their strategies are critical determinants of successful revitalization. Rich and Stoker find that good governance is often founded on public-private cooperation, a stance that argues against both the strongest critics of neoliberalism (who see private enterprise as dangerous in principle) and the strongest opponents of liberalism (who would like to reduce the role of government).

Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.
