This report conducts a more targeted examination of the economic dynamics, policy drivers, and institutional framework of fishing access arrangements (FAA). Six comprehensive case studies of three resource-holding countries or regions (Ghana, Namibia and the Pacific Island Countries and Territories (PICT)), and three resource‑seeking countries or regions (Japan, the European Union and China) are examined. This summary report is part of an ad hoc study on fisheries access arrangements and does not include details already referred to in the summary of the 2022 report.

[Author] However, there is a need for coherent strategies for employment governance. [Author] Hence, immediate change is required to modify the governance of aquaculture employment to foster industrial transformation. [Author] The objective of this research is to enhance understanding of the governance of aquaculture employment in ten African countries (Egypt, Ghana, Kenya, Malawi, Nigeria, Rwanda, Senegal, South Africa, Uganda and Zambia) and to determine their level of compliance with existing employment legislation in those countries. [Author] The ultimate goal is to learn from both positive and negative lessons and propose possible corrective measures for substandard practices in order to improve the public perception of aquaculture. The State of the World’s Aquatic Genetic Resources for Food and Agriculture is the first ever global assessment of these resources, with the scope of this first Report being limited to cultured AqGR and their wild relatives, within national jurisdiction. The Report draws on 92 reports from FAO member countries and five specially commissioned thematic background studies. The reporting countries are responsible for 96 percent of global aquaculture production. The Report sets the context with a review of the state of world’s aquaculture and fisheries and includes overviews of the uses and exchanges of AqGR, the drivers and trends impacting AqGR and the extent of ex situ and in situ conservation efforts. The Report also investigates the roles of stakeholders in AqGR and the levels of activity in research, education, training and extension, and reviews national policies and the levels of regional and international cooperation on AqGR. Finally, needs and challenges are assessed in the context of the findings from the data collected from the countries. The Report represents a snapshot of the present status of AqGR and forms a valuable technical reference document, particularly where it presents standardized key terminology and concepts.

Book excerpt: Legislating for an ecosystem approach to fisheries (EAF) is complex, due to the holistic nature of EAF involving multiple factors that underpin the social, economic, environmental, and institutional aspects of fisheries sustainability. These factors include ecosystems integration, risks, inter-sectoral collaboration, research, participatory processes, monitoring, control, surveillance, and enforcement, among others. To assess how the EAF is being implemented through national policy and legal frameworks, FAO developed A diagnostic tool for implementing an ecosystem approach to fisheries through national policy and legal frameworks. The present legal report on the EAF used the diagnostic tool to assess the alignment of selected policy and legal instruments of Maldives with the EAF. This assessment analysed the extent to which 82 EAF legal requirements, which are considered the minimum standards in legislating for the EAF, are reflected in Maldives' policies and legislation relevant to the fisheries sector of the country and other relevant sectors (such as environment, wildlife, ecosystems, and maritime affairs). Based on this preliminary diagnosis, gaps were identified in the assessed instruments, and recommendations were made for improving the implementation of the EAF. This report was elaborated following a participatory approach with the involvement of the national competent authorities of Seychelles. The report was drafted and submitted to the national authorities of Maldives in October 2021. The Fisheries Management Section, under the Ministry of Fisheries, Marine Resources and Agriculture, endorsed this EAF Legal Report in January 2023.

Book excerpt: This open access book explores various issues concerning the net-zero emission achievement, ranging from carbon pricing, carbon trade schemes, energy transition, ecological conservation, and carbon sinks, as well as the economic and social impacts of introducing carbon neutral policies in the Asia-Pacific region. The extreme flooding and drought problems, crop yield problems, and habitat changes brought about by climate change have seriously threatened the ecosystem and human survival, forcing people to rethink environmental management policies and limits on economic development. In the post-COVID-19 era, it is indispensable to adopt a more proactive climate change adaptation policy and establish bilateral cooperation with international partners who value climate change. 2021 is a critical year, and the leaders of major industrial countries at the recently concluded G7 meeting jointly stated the common objective seeking the establishment of carbon-neutral international community by the mid of the century. Major carbon-emitting countries or entities such as the European Union, US, Japan, Korea, China, and India have proposed specific timetables for net-zero carbon emissions and carbon neutrality before or at the COP26. Policy-makers around the world would also work closely with scientists, experts, and enterprises seeking appropriate policy instruments such as the development of carbon tax, carbon pricing, carbon sinks, global or regional carbon emission trade schemes, energy transitions, and other carbon-neutral policies moving toward net-zero emission society by the mid of the century. At a time when carbon pricing policies are being formulated, climate change related laws and policies will reshape the global governance and industrial layout during the period of 2021–-2030, and it is critical to move toward energy and industrial transformation, ecological conservation, and sustainable agricultural development.

Book excerpt: Foodborne diseases (FBD) are an important externality of agriculture and food systems, but only recently have they risen up the development agenda as the result of growing awareness of the health and economic burdens of FBD and how they relate to food systems with a focus on low-income and middle-income countries (LMIC), particularly African nations. The health burden of FBD is comparable with that of malaria, and over 90% falls on people in LMIC, with an economic burden of more than US$100 million per year. FBD have many other, less well-estimated effects on nutrition, gender, equity, and the environment. While understanding of food safety in domestic markets of LMICs has advanced greatly, risk management is in its infancy. This Research Topic will bring together leading regional perspectives on food safety in LMICs.

This is the fourth study of the region (formerly under the title 'Competitiveness in South East Europe') and it comprehensively assesses policy reforms in the WB6 economies across 15 policy areas key to strengthening their competitiveness. It enables WB6 economies to compare economic performance against regional peers, as well as EU-OECD good practices and standards, and to design future policies based on rich evidence and actionable policy recommendations. The regional profile presents assessment findings across five policy clusters crucial to accelerating socio-economic convergence of the WB6 by fostering regional co-operation: business environment, skills, infrastructure and connectivity, digital transformation and greening. Economy-specific profiles complement the regional assessment, offering each WB6 economy an in-depth analysis of their policies supporting competitiveness. They also track the implementation of the previous 2021 study's recommendations and provide additional ones tailored to the economies’ evolving challenges. These recommendations aim to inform structural economic reforms and facilitate the region’s socio-economic convergence towards the standards of the EU and OECD.
