Accompanying this progress is an increasing debate about the institutional shape and legitimacy of this new political order. This debate is driven in part by conflicting values, and in part by uncertainty. This book addresses the question of parliamentary involvement in the emerging European political system by looking at both national and European levels of parliamentary representation. In doing this, it gives greaterattention to the role of national parliaments than is usual in discussions about democracy in the European Union.Based on interviews and surveys among members of parliament at the European level, and in eleven member states, it analyses the role of parliaments and parliamentarians, the linkages between national citizenry and the European level, and the problems and perspectives of institutional change. The book is provides analyses of the views from within concerning European integration and concentrates of three dimensions: the MPs themselves; their embeddedness in the process; and theirperspectives on institutional structures. These views from within offer new insights and answers to institutional problems in the European Union and the so-called democratic deficit.

From this time on there have been a lot of vehement and controversial discussions mainly concerning the role of this European Parliament (EP) and its legitimacy. Keeping this in mind, before lighting up the details of the institutional reform process - mainly focussing the recent Convention (-Debate) -, I will present the basic principles of constitution, tasks and functioning of the European Parliament. As said in the Treaty of Rome from 1957 the European Parliament represents the people of the Member States of the European Community. Thus “375 million European citizens in 15 countries are now involved in the process of European Integration through their 626 representatives in the European Parliament1” (http://www.europarl.eu.int/presentation/default_en.htm, 30.04.03). In its constituting session on March 21, 1958 the general assembly was named “European Parliament”. Until 1979, every five years the European Parliament is build by direct universal elections. The main tasks of the EP are consultation and supervision; it is also featured with the right to sue to the Court of Justice. The seat of the plenum of the EP is in Strasbourg – supplementary the Committees hold their meetings in Brussels, the General Secretariat remained in Luxembourg. The tasks of the EP are composed of the general legislative power, the constitutional right to decide on the budget, the right of control and interaction. To explain this aspects more detailed: · The general legislative power: The Parliament grew from a kind of forum to a shaping actor (cp. Schmuck 1994: p.22). By dint of the so called isoglucose case the European Parliament was given a “very useful delaying power” (Nugent 2001:p.207). [...] 1 Germany: 99; Great Britain, France and Italy: 87 each; Spain: 64; the Netherlands: 31; Belgium, Greece, Portugal: 25 each; Sweden: 22; Austria: 21; Denmark and Finland: 16 each; Ireland: 15; Luxembourg: 5 (Art. 190 ECT).

Their work is perceived as being far away from the citizens, as just another part of the opaque institutions of the European Union. Just as far away seems to be the national level, which the European parliamentarians have to keep in mind for their work as well as their further political career. Online communication on personal websites has the potential to address these problems since parliamentarians may present their work in depth. This study looks at the websites of Members of the European Parliament with a quantitative content analysis, with the themes of information, transparency and representation being in the focus. For this, a comparison with national parliamentarians is made. The results show that differences between political levels as well as national and ideological factors play a role when assessing how parliamentarians present themselves online.

Introduction When in 1952 the European Coal and Steal Community "Assembly" met for the first time it was a "relatively powerless" institution of 78 delegated representatives. When the "European Parliament" meets today, almost 50 years later, it is not only the name that has changed in the meantime, but also the size, the powers and, above all, the whole idea behind it. Especially by establishing direct elections in 1978 and establishing the co-decision procedure in 1996 the Parliament's role has changed towards a more and more influential institution. However, these were hard-won gains, reflecting the longstanding scepticism or even distaste of governments in most EEC member states for any increase of the powers of the European Parliament. Moreover, the Parliament had to struggle for years with a bad public perception (if it was perceived at all), for example that it was not more than a waste of taxpayer's money. And particularly due to this bad perception, the elections for the EP still suffer from a remarkable low participation. Nevertheless, the Parliament has become an important institution within the EU, that has to be taken seriously. In March 1999, for example, by threatening to sack the Commission and demanding an independent report on alleged fraud and lack of accountability within it, it became the moving power behind the resignation of the entire European Commission. Moreover, the EP has become a forum for speeches of many world leaders and the committees of the Parliament have produced highly influential reports. However, the new role of the EP within the EU and Europe at all is best shown in another, much more significant area, namely it's legislative competence. [...]
