The Commission has a duty under Article 8b of the European Community Treaty to report to the Council the progress made towards achieving the internal market. In November 1990 the Commission issued a report to the Council detailing the legislation adopted and still awaiting approval. The purpose of this 6th report by the Commission is to update the Council on the current state of play. Of the 282 proposals in the 1985 White Paper, three quarters of the necessary decisions had been adopted; 89 still had to be approved by the 12 Member States.
