Which rules of competition are appropriate to improve the economic integration of the CEECs and to promote at the same time the enduring transition process? The relationship between competition policy and East-West integration is the general theme of the contributions in this book. One central issue of this volume is the way of integrating the Central and East European countries into the EU and supporting their development by liberalizing trade with the EU. A second issue is the implementation of a market economy in the post-socialist countries of Eastern Europe and in particular the aspect of implementing competition rules at a time when markets are just emerging. The twelve selected papers are organized in three sections: -Competition Policy and Integration (part 1); -Competition Policy During Transition (part 2); -Competition, Trade Policy and East-West-Integration (part 3).

The driving forces include, amongst others, Western European economic and political integration, and Eastern European transition. We are also witnessing fundamental technological and organisational restructuring of industrial systems. Information technology and telecommunications are rapidly altering the requisites for comparative advantage. Peripherality is being determined more by access to networks than by geographical location. Economies of scale can be attained in distributed networks of production with good access to markets as well as in large agglomerations. Clearly, these changes also call for new perspectives in regional analysis. This book derives its impetus from an Advanced Summer institute in Regional Science which was arranged in Joensuu, Finland, in 1993 under the auspices of the European Regional Science Association. Some of the papers, which were discussed at the institute, were thoroughly revised for the present purpose. In addition, chapters on specific topics were specially written for the volume. In most contributions, the focus is on the Nordic countries and their internal peripheries. They form a particularly interesting case in assessing prospects for the multi-faceted centre-periphery confrontation in Europe.

The first step is a free trade area in which internal visible trade restrictions (customs duties, quotas) between partner counties are removed. Examples for those forms of economic integration are the North American Free Trade Area (NAFTA) and the Asian Free Trade Area (AFTA). Adding a common external tariff for non-member countries to the elimination of internal trade obstacles creates ensuing a Customs Union. The next level of integration, the single market for commodities, is achieved by removing visible and invisible trade barriers. Therefore all restrictions on trade between member-countries are abolished and a common external tariff is imposed on external countries. Following to this level free factor mobility of production and of financial assets generate a common market. Next steps to economic integration are the Monetary and lastly the Economic Union by having a common currency and policy. Two specific themes emerge from this radical approach. First, familiar topics such as competition and social policy, economic and monetary union, the Common Agricultural Policy and immigration, are treated in an original manner.
