Book excerpt: Beyond Belief is a bold rethinking of the formation and consolidation of nation-state ideologies. Analyzing India during the first two decades following its foundation as a sovereign nation-state in 1947, Srirupa Roy explores how nationalists are turned into nationals, subjects into citizens, and the colonial state into a sovereign nation-state. Roy argues that the postcolonial nation-state is consolidated not, as many have asserted, by efforts to imagine a shared cultural community, but rather by the production of a recognizable and authoritative identity for the state. This project—of making the state the entity identified as the nation’s authoritative representative—emphasizes the natural cultural diversity of the nation and upholds the state as the sole unifier or manager of the “naturally” fragmented nation; the state is unified through diversity. Roy considers several different ways that identification with the Indian nation-state was produced and consolidated during the 1950s and 1960s. She looks at how the Films Division of India, a state-owned documentary and newsreel production agency, allowed national audiences to “see the state”; how the “unity in diversity” formation of nationhood was reinforced in commemorations of India’s annual Republic Day; and how the government produced a policy discourse claiming that scientific development was the ultimate national need and the most pressing priority for the state to address. She also analyzes the fate of the steel towns—industrial townships built to house the workers of nationalized steel plants—which were upheld as the exemplary national spaces of the new India. By prioritizing the role of actual manifestations of and encounters with the state, Roy moves beyond theories of nationalism and state formation based on collective belief.

Book excerpt: Examining two state-sponsored history writing projects in Indonesia and the Philippines in the 1970s, this book illuminates the contents and contexts of the two projects and, more importantly, provides a nuanced characterization of the relationship between embodiments of power (state, dictators, government officials) and knowledge (intellectuals, historians, history). Known respectively as Sejarah Nasional Indonesia (SNI) and the Tadhana project, these projects were initiated by the Suharto and Marcos authoritarian regimes against the backdrop of rising and competing nationalisms, as well as the regimes’ efforts at political consolidation. The dialectics between actors and the politico-academic contexts determine whether scholarship and politics would clash, mutually support, or co-exist parallel with one another. Rather than one side manipulating or co-opting the other, this study shows the mutual need or partnership between scholars and political actors in these projects. This book proposes the need to embrace rather than deny or transcend the entwined power/knowledge if the idea is for scholarship to realize its truly progressive visions. Analyzing the dynamics of state–scholar relations in the two countries, the book will be of interest to academics in the fields on Southeast Asian history and politics, nationalism, historiography, intellectual history, postocolonial studies, cultural studies, and the sociology of knowledge.

Using comparative case studies, it discusses the causes of each insurgency, analyses the trajectory and dynamics of each including attempts at resolution, and highlights the wider theories of ethno-nationalist insurgency and mobilization. Bringing together an international group of contributors, the book covers insurgencies in India, Sri Lanka, Pakistan, Nepal, and Bangladesh. It questions why ethnic sub-nationalist insurgencies occurred at particular points in time and not at others, and explores the comparative trajectories of these movements. The book goes on to discern reappearing patterns of conflict escalation/de-escalation through the method of comparative process-tracing. It argues that while identity is a necessary factor for insurgency, it is not a sufficient one. Instead, ethnic mobilization and insurgency only emerge when it is activated by tension emerging from political competition between ethnic and central state elites. These elite-led dynamics, when combined with favourable socio-economic and political conditions, make the ethnic masses primed to accept the often symbolically-rich appeals from their leaders to mobilize against the central state. The volume argues that these disputes arose out of older tribute, taxation and property relationships that left their territories perpetually intermixed and with ill-defined boundaries. It also seeks to describe the long-drawn-out process of territorial reordering undertaken by the British in the nineteenth and twentieth centuries that set the stage for the creation of a clearly defined geographical template for the modern state in South Asia.
