Their risk factors and determinants extend beyond the traditional health sector. Addressing this complex challenge necessitates interventions that reach beyond the boundaries of public health and requires a coherent, coordinated approach across all relevant governmental sectors. Understanding, documenting and sharing how governments implement multisectoral actions are essential to overcome these challenges and identify the capacity needs for coherent and sustainable responses to NCDs and mental health. In 2019, WHO Member States requested the Director-General to provide a consolidated report to the World Health Assembly analysing approaches to multisectoral action for NCD prevention and control, including addressing social, economic and environmental determinants of health. This compendium report is the Secretariat’s response to that request and features case studies from countries across WHO’s six regions.

The report provides data on the current situation, identifying bottlenecks as well as opportunities and priority actions for attaining the targets. The 2010 baseline estimates on NCD mortality and risk factors are provided so that countries can report on progress, starting in 2015. In addition, the report also provides the latest available estimates on NCD mortality (2012) and risk factors, 2010-2012. All ministries of health need to set national NCD targets and lead the development and implementation of policies and interventions to attain them. There is no single pathway to attain NCD targets that fits all countries, as they are at different points in their progress in the prevention and control of NCDs and at different levels of socioeconomic development. It also responds to requests for global leadership and stronger regional and national coordination and the need for a whole-of-society response to achieve a paradigm shift in both supporting and valuing all people being regularly active according to ability and across the life course. The action plan was developed through a worldwide consultation process involving governments and key stakeholders across multiple sectors including health sports transport urban design civil society academia and the private sector.

Interventions and reforms to prevent NCDs, and to minimize current and future treatment costs, are needed now, particularly if Saudi Arabia is to achieve the Vision 2030 goal of increasing life expectancy from 75 years in 2021 to 80 years in 2030. To support strategic planning efforts, Noncommunicable Diseases in Saudi Arabia: Toward Effective Interventions for Prevention assesses the latest evidence on the prevalence and risk factors; explores the health and economic burden of NCDs, as well as their impact on human capital; and identifies key gaps in prevention efforts and ways to address these gaps. The book discusses the need for a national master plan for NCD prevention—one that is selective and targeted, with a particular focus on improving the implementation of cost-effective interventions and achieving results. To be successful, the national master plan will need to take into account the roles of the different stakeholders and their likely responsibilities in implementation.
