Book The Robust Federation

Download or read book The Robust Federation written by Jenna Bednar and published by Cambridge University Press. This book was released on 2008-12-01 with total page 245 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Robust Federation offers a comprehensive approach to the study of federalism. Jenna Bednar demonstrates how complementary institutions maintain and adjust the distribution of authority between national and state governments. These authority boundaries matter - for defense, economic growth, and adequate political representation - and must be defended from opportunistic transgression. From Montesquieu to Madison, the legacy of early institutional analysis focuses attention on the value of competition between institutions, such as the policy moderation produced through separated powers. Bednar offers a reciprocal theory: in an effective constitutional system, institutions complement one another; each makes the others more powerful. Diverse but complementary safeguards - including the courts, political parties, and the people - cover different transgressions, punish to different extents, and fail under different circumstances. The analysis moves beyond equilibrium conceptions and explains how the rules that allocate authority are not fixed but shift gradually. Bednar's rich theoretical characterization of complementary institutions provides the first holistic account of federal robustness.

Book excerpt: The popular coastal regions of Spain and Portugal, almost entirely financed by tourism, have become increasingly indistinguishable from any other heavily-visited beach front locale, be it Cancun, Miami, Rio, or Hawaii. Exploiting the natural beauty and local identity of this area, the tourism industry has covered the coastline with a commercial facade, building up a kind of "elongated city". Yet, even though this region at times has a higher population density than New York or Hong Kong, it has no significant cultural institutions or industrial infrastructure. This study, directed by Winy Maas and Jacob van Rijs of the famed architectural team MVRDV, and done as a student's workshop at the School of Architecture at the University of Catalunya, evaluates the distressing present condition as well as the potential dynamics of this coastal environment. Also included are tongue-in-cheek renderings of future developments were the tourism machine to continue unimpeded on its present course.

Book excerpt: This radical analysis of the role and importance of historiography interprets the philosophy and theory of history on the basis of historicity as a human condition. The book examins the norms and methods of historiography from a philosophical point of view, but rejects generalisations tht the philosophy of history can provide all the answers to contemporary problems. Instead it outlines a feasible theory of history which is still radical enough to apply to all social structures.

Book Encounters with Popular Pasts

Download or read book Encounters with Popular Pasts written by Mike Robinson and published by . This book was released on 2015 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume is based on the recognition that heritage is popular and popular culture is now readily transformed into heritage, whose meanings and myths reshape social life and political and economic realities, as well as re-make "tradition". The papers in this volume consider: What does popular heritage look like? To whom does it speak? Is it active in dissolving class and cultural boundaries or just in reproducing new ones? How do societies manage a heritage that is fluid, immediate and that straddles extremes of serious conflict and hedonistic frivolity? When and under what circumstances is the creation and expression of new cultural forms - popular culture - capable of being transformed into heritage?

Book Evaluation of Recent Changes in the Financing of Health Services

Download or read book Evaluation of Recent Changes in the Financing of Health Services written by WHO Study Group on the Evaluation of Recent Changes in the Financing of Health Services and published by . This book was released on 1993 with total page 92 pages. Available in PDF, EPUB and Kindle. Book excerpt: "During the past decade, fundamental developments have occurred in the financing of health services, coinciding with economic, political and social changes in many parts of the world. The role of government in the funding and provision of health care is being reconsidered, often with far-reaching consequences for the relation between health care providers and consumers, access to health facilities, and the health status of populations. This report presents the conclusions and recommendations of a WHO Study Group that met to review recent changes in health financing and to evaluate their effects on the provision and utilization of health services. Drawing on specific examples from both developing and developed countries, the report identifies trends in sources of finance, payment mechanisms, and the roles of health care consumers, purchasers and providers, and emphasizes that too little is known about the impact of these changes on health status. In discussing the implications of recent developments, the Study Group stresses the responsibilities of governments in policy-making, regulation, and information gathering and dissemination, and the need to evaluate options for health financing in the context of national policy objectives, with the ultimate aim of improving the performance of health systems."--
