The national case studies are geographically representative and follow a common research grid. Each national case study is prefaced by an overview of the detection and subsequent spread of the pandemic in the country concerned. The relevant legal and constitutional frameworks that governed the government and corporate conduct in the face of the pandemic are also discussed, followed by the consideration of forms of criminal liability. Government responses to the COVID-19 pandemic differed vastly in terms of both the choice of strategies adopted (herd immunity, test-and-trace, lockdown, etc) and the quality and speed of government implementation of those strategies and associated interventions. Both factors impacted the number of infections and casualties. It is therefore appropriate to consider forms of criminal liability for failure of individual members of government, including specific public authorities, to act to the best of their abilities, as timely as possible, and in accordance with expert advice.

It challenges the widespread belief in political science and development studies literature that civil society in developing countries is an institutional arena in which the poor can challenge and reverse their social, economic and political marginalization. The book goes on to argue that Philippine civil society is a captive of organised elite interests and anti-developmental in its impacts, helping elites to oppose the initiatives of reform-minded governments and to protect their interests. In contrast to literature suggesting that the character of civil society is a function of regime type and hence evolves in a path-dependent manner, the book explores the history of Philippine civil society between 1571 and 2010, and suggests that civil society is primarily a function of the evolving political economy of a country and the resulting social structure. It argues that civil society in nascent democracies such as the Philippines develops in a distinctly non-linear manner, largely independently of regime type or regime development. As a result, it argues, democratization in low income countries does not lead inevitably to broader participation and empowerment through civil society expansion, as many academics, activists and donor representatives suggest. The book is of interest to students and scholars of Southeast Asian history and politics, as well as those interested in the study of Non-Governmental Organizations (NGOs) and social movements, and in the statistical capture of civil society.

Omnibus packages are "must-pass" bills because they have a nucleus that enjoys widespread support but they also contain a variety of often unrelated measures that are simply "hitching a ride". Why are omnibus bills employed? Why the increase in their use? Why do leaders attach certain bills to omnibus packages and not others? Glen Krutz addresses these and other questions in this original and insightful study of an important change in the legislative process. Many view omnibus packages as political vehicles and therefore attribute their rise to politics, but Krutz finds that, whatever their political value, omnibus packages are institutionally efficient. According to this report, the current health care system of rendering more intensive services than are necessary and desired by patients, and the lack of coordination among programs increases risks to patients and creates avoidable burdens on them and their families. Dying in America is a study of the current state of health care for persons of all ages who are nearing the end of life. Death is not a strictly medical event. Ideally, health care for those nearing the end of life harmonizes with social, psychological, and spiritual support. All people with advanced illnesses who may be approaching the end of life are entitled to access to high-quality, compassionate, evidence-based care, consistent with their wishes. Dying in America evaluates strategies to integrate care into a person- and family-centered, team-based framework, and makes recommendations to create a system that coordinates care and supports and respects the choices of patients and their families. The findings and recommendations of this report will address the needs of patients and their families and assist policy makers, clinicians and their educational and credentialing bodies, leaders of health care delivery and financing organizations, researchers, public and private funders, religious and community leaders, advocates of better care, journalists, and the public to provide the best care possible for people nearing the end of life.
