Book excerpt: Many middle-income countries (MICs) that saw rapid growth in the 1990s and 2000s have been facing the danger of remaining in the 'middle-income trap' unless they shift from labour-intensive, low value-added production to higher value-added activities that require more advanced skills. Intermediate skills and vocational education and training (VET) systems that generate these skills are critical for addressing the challenges for MICs in achieving high-road development. This book examines the skill systems in Mexico and Turkey, with a focus on auto parts producers, and the implications of these systems for these countries' development. It adopts a multi-layered understanding of the term 'skill system', which comprises firm-level hiring and training practices as well as the national and global dynamics that influence these practices. Drawing on discussions around globalization and the convergence of economic activity vs. national institutions and divergence, as well as interviews with auto parts producers and stakeholders of the skill systems, the book examines how the participation of local firms in global supply chains and these firms' institutional environment affect the firm-level skilling practices. It highlights key differences in the role of the state in the skills systems of Mexico and Turkey and investigates the implications of skilling practices for the high/low-road development prospects of both nations.

While being critical of the current trend that focuses on the China-U.S. rivalry alone, Kim argues that a microanalysis of China's advances toward its neighbors is a guide to understanding the trajectory of China's expanding influence and transitions in world politics more broadly. Economic asymmetry—as seen in trade concentration, non-transparency, and reliance on bilateral aid—has made China's small neighbors vulnerable on the political front, thus generating potential threats to their sovereignty and independence. Because China has the upper hand in the bilateral relationships, these weak states practice dual-core hedging as a strategy for survival. They hedge on China for expected economic benefits and at the same time hedge against their powerful neighbor to mitigate the risks involved in that hedging-on. Each small state's mode of hedging depends on its degree of vulnerability and its availability of policy instruments such as multilateral institutions and bilateral partnerships with extra-regional powers.

Book excerpt: The ambition of this book is to resituate the problem of 'world literature', considered as a revived category of theoretical enquiry, by pursuing the literary-cultural implications of the theory of combined and uneven development. This theory has a long pedigree in the social sciences, where it continues to stimulate debate. But its implications for cultural analysis have received less attention, even though the theory might be said to draw attention to a central -perhaps the central - arc or trajectory of modern(ist) production in literature and the other arts worldwide. It is in the conjuncture of combined and uneven development, on the one hand, and the recently interrogated and expanded categories of 'world literature' and 'modernism', on the other, that this book looks for its specific contours. In the two theoretical chapters that frame the book, the authors argue for a single, but radically uneven world-system; a singular modernity, combined and uneven; and a literature that variously registers this combined unevenness in both its form and content to reveal itself as, properly speaking, world-literature. In the four substantive chapters that then follow, the authors explore a selection of modern-era fictions in which the potential of their method of comparativism seems to be most dramatically highlighted. They treat the novel paradigmatically, not exemplarily, as a literary form in which combined and uneven development is manifested with particular salience, due in no small part to its fundamental association with the rise of capitalism and its status in peripheral and semi-peripheral societies as a 'modernising' import. The peculiar plasticity and hybridity of the novel form enables it to incorporate not only multiple literary levels, genres and modes, but also other non-literary and archaic cultural forms - so that, for example, realist elements might be mixed with more experimental modes of narration, or older literary devices might be reactivated in juxtaposition with more contemporary frames.

Transition is broken down into three stages; the "first wave" illustrates how the rise of particular social forces shaped by global change gave rise to a neoliberal strategy of capitalism from the 1970s. It goes on to show how the political economy of Europeanization, associated with EU enlargement instilled a "second wave" of neoliberalisation. Finally, exploring recent populist and left wing alternatives in the context of the current financial crisis, the book outlines how counter-hegemonic struggle might oppose a "third wave" neoliberalisation. This book theorises and analyses the evolving nature of capitalism in emerging economies (the BRICs) and the European periphery in the face of pressures from globalisation and economic crises The volume seeks to make sense of these crises and their impact using the framework of comparative capitalism while testing its applicability beyond the advanced industrialised countries for which it was developed. The authors draw on late Uwe Becker’s open qualitative approach, systematically integrating the state into the analysis and paying close attention to the role of changing ideas, character of international integration, leadership and informality. The contributors analyse different responses to crises by the BRICs and countries of the Southern European periphery as well as respective dimensions of state-business interaction. The findings contribute to theorising varieties of capitalism beyond the OECD world and to developing a dynamic theory of capitalist change in the face of pressures from globalisation and economic crises.
