The approach calls for assessing the “Green Investment Climate” of a given country in order to develop country-specific recommendations for policy and incentive programs as well as other measures which can be introduced in order to further promote green growth in an economy. This report includes one of the first Green Investment Country Profiles completed for the East Asia and Pacific Region as part of bringing the approach closer to operational status. The initial countries include China, Philippines, Vietnam, Malaysia, Indonesia, Singapore and South Korea. The assessment involves not only the green policy and incentives environment, but also the country’s overall natural resource endowment of fossil and renewable energy, its industrial development strategy in addition to general business indicators and other considerations, such as electricity prices, the capacity of the financial sector to mobilize long-term domestic financing, as well as their overall regulatory and legal capacity to implement PPPs. The country profiles provide a general understanding of the attractiveness, prevailing trends, strengths, and other aspects affecting the ability of the country to leverage its green growth potential. This book analyses the experiences of frontier auction markets in Latin America, sub-Saharan Africa, and India, with the aim of improving how auctions are designed and implemented globally. The book goes beyond the topic of auction design - which is concerned with the micro-economics of design choices - to include auction implementation. Across ten chapters, the authors argue that choices around the auction implementing institution and the procurement process are overlooked in most publications on the subject, yet this is often a key factor for determining outcomes. Moving beyond the program level of analysis (auction design and implementation), the book includes both country and project level factors' impacts on auction outcomes, ultimately highlighting that successful price and investment outcomes are dependent upon integration of all three levels of auction design and implementation.

This book examines the transformation of China’s conventional and renewable energy sectors, with special attention to state-business relations. Two studies examine the development of China’s energy profile, especially China’s renewable energy. Two others explore governmental relations with state-owned enterprises (SOEs) and their reform. Despite drastic restructuring in the late 1990s, SOEs continue their oligopolistic control of the oil and gas sectors and even overshadow the stock market. Three studies investigate the factors that help propel the expansion of China’s conventional energy firms, as well as those producing renewable energy (i.e. solar PV industry). A study of China’s solar PV industry suggests that China’s governmental support for it has evolved from subsidising production (a "mercantile" stage aimed at expanding the industry’s global production and export share) to subsidising the demand side (aiming at expanding domestic demand and absorbing redundant manufacture capacity). Another review of this industry finds that firms tend to pay heavy attention to extra-firm institutional network relationships both inside and outside China, and that buyer-supplier networks are influenced by extra-local managerial education. The final chapter compares China’s provinces and their embedded carbon-footprints per capita in urban areas from a consumption perspective, using a self-organizing feature map (SOFM) model. Consequently, they have a decisive role to play in the world's clean energy future. Both countries are also motivated by related goals, namely diversified energy portfolios, job creation, energy security, and pollution reduction, making renewable energy development an important strategy with wide-ranging implications. Given the size of their energy markets, any substantial progress the two countries make in advancing use of renewable energy will provide global benefits, in terms of enhanced technological understanding, reduced costs through expanded deployment, and reduced greenhouse gas (GHG) emissions relative to conventional generation from fossil fuels. Within this context, the U.S. National Academies, in collaboration with the Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE), reviewed renewable energy development and deployment in the two countries, to highlight prospects for collaboration across the research to deployment chain and to suggest strategies which would promote more rapid and economical attainment of renewable energy goals. Main findings and concerning renewable resource assessments, technology development, environmental impacts, market infrastructure, among others, are presented. Specific recommendations have been limited to those judged to be most likely to accelerate the pace of deployment, increase cost-competitiveness, or shape the future market for renewable energy. The recommendations presented here are also pragmatic and achievable.
