But what is community engagement? Even if this interest is genuine and widespread, there are many different concepts of community service, outreach, and engagement. The wide range of activity encompassed by community engagement suggests that a precise definition of the “community mission” is difficult and organizing and coordinating such activities is a complex task. This edited volume includes 18 chapters that explore conceptual understandings of community engagement and higher education reforms and initiatives intended to foster it. Contributors provide empirical research findings, including several case study examples that respond to the following higher educaiton community engagement issues. What is “the community” and what does it need and expect from higher education institutions? Is community engagement a mission of all types of higher education institutions or should it be the mission of specific institutions such as regional or metropolitan universities, technical universities, community colleges, or indigenous institutions while other institutions such as major research universities should concentrate on national and global research agendas and on educating internationally-competent researchers and professionals? If community engagement or “community service” are mandatory, what are the consequences of not complying with the mandate? Is community engagement to be left to faculty members and students who are particularly socially engaged and locally embedded or is it, or should it be, made mandatory for both faculty and students? How can community engagement be (better) integrated with the (other) two traditional missions of the university—research and teaching? WHO established an independent and multidisciplinary group of experts, formalized under the name Technical Advisory Group on Arbovirus (TAG-Arbovirus), that meets to discuss and analyze the impact of arboviruses globally and provide technical, scientific and strategic considerations on arboviruses and the Global Arbovirus Initiative. The TAG-Arbovirus, supported by the WHO Arbovirus Secretariat, met in person from 20-22 June 2023 in Accra, Ghana, to provide technical feedback and advice on the priority activities of the Global Arbovirus Initiative moving forward. The meeting focused on the first pillar of monitoring risk and anticipation and included a technical review of the integrated arbovirus risk models and maps under development for WHO. The TAG also discussed priority gaps and opportunities for each of the most affected WHO regions, detection strategies for arboviruses across regional and member state endemic profiles and resource capacities, design and implementation of global data systems for arboviruses, the role of genomic surveillance, and the critical importance of risk communication and community engagement.

Civic engagement, social cohesion, and other dimensions of social capital affect social, economic and health outcomes for individuals and communities. Can these be measured, and can federal surveys contribute toward this end? Can this information be collected elsewhere, and if so, how should it be collected? Civic Engagement and Social Cohesion identifies measurement approaches that can lead to improved understanding of civic engagement, social cohesion, and social capital - and their potential role in explaining the functioning of society. With the needs of data users in mind, this report examines conceptual frameworks developed in the literature to determine promising measures and measurement methods for informing public policy discourse. The report identifies working definitions of key terms; advises on the feasibility and specifications of indicators relevant to analyses of social, economic, and health domains; and assesses the strength of the evidence regarding the relationship between these indicators and observed trends in crime, employment, and resilience to shocks such as natural disasters. Civic Engagement and Social Cohesion weighs the relative merits of surveys, administrative records, and non-government data sources, and considers the appropriate role of the federal statistical system. This report makes recommendations to improve the measurement of civic health through population surveys conducted by the government and identifies priority areas for research, development, and implementation.
