Cities consume 75% of the world's energy and emit 80% of the world's greenhouse gases. Changing the way we build and operate our cities can have major effects on greenhouse gas emissions. Fortunately, communities across the U.S. are responding to the climate change problem by making plans that assess their contribution to greenhouse gas emissions and specify actions they will take to reduce these emissions. This is the first book designed to help planners, municipal staff and officials, citizens and others working at local levels to develop Climate Action Plans. CAPs are strategic plans that establish policies and programs for mitigating a community's greenhouse gas (GHGs) emissions. They typically focus on transportation, energy use, and solid waste, and often differentiate between community-wide actions and municipal agency actions. CAPs are usually based on GHG emissions inventories, which indentify the sources of emissions from the community and quantify the amounts. Additionally, many CAPs include a section addressing adaptation-how the community will respond to the impacts of climate change on the community, such as increased flooding, extended drought, or sea level rise. With examples drawn from actual plans, Local Climate Action Planning guides preparers of CAPs through the entire plan development process, identifying the key considerations and choices that must be made in order to assure that a plan is both workable and effective.

Many organizations are engaged in developing adaptation tools and guidebooks. For completing their adaptation plans, communities need to develop clear, operational, action plans, and discover the opportunities to enhance the sustainability of coastal communities. To make coastal communities more sustainable in the face of the changing climate, the public's attention and community participation is critical. The purpose of this study is to develop an adaptation framework and action plan process system for coastal communities and at the same time, provide the general public with an enhanced opportunity to contribute their understanding about what is being done for their costal community around them and how to react when an event happens. The research is applied to the coastal communities of Richmond County, Cape Breton, Canada as a case study. The result of the work develops an adaptation zAction Plany website for Richmond County. The website features the development, application, and simulation of a mobile communication zAction plany application designed and implemented with the action website along to provide coastal community with communication options that exploit the local community network and enhance the community's capacity for climate change adaptation. The emergency response community mobile app and the accompanying website are models for other communities especially those that from the coastal communities in Canada and the Caribbean as part of the C-Change ICURA project to which this research is affiliated.

The small island developing States emit only small amounts of carbon dioxide and other greenhouse gases. Yet many SIDS governments are allocating scarce financial and human resources in an effort to further reduce their emissions. This is a mistake. Rather than focus on mitigation (i.e., the reduction of greenhouse gas emissions) Climate Change Adaptation in Small Island Developing States concentrates on adaptation. The author assesses the immediate and future impacts of climate change on small islands, and identifies a range of proven, cost-effective adaptation strategies. Book excerpt: Community-based adaptation (CBA) to climate change is based on local priorities, needs, knowledge and capacities. Early CBA initiatives were generally implemented by non-government organisations (NGOs), and operated primarily at the local level. Many used ‘bottom-up’ participatory processes to identify the climate change problem and appropriate responses. Small localised stand-alone initiatives are insufficient to address the scale of challenges climate change will bring, however. The causes of vulnerability - such as market or service access, or good governance - also often operate beyond the project level. Larger organisations and national governments have therefore started to implement broader CBA programmes, which provide opportunities to scale up responses and integrate CBA into higher levels of policy and planning. This book shows that it is possible for CBA to remain centred on local priorities, but not necessarily limited to work implemented at the local level. Some chapters address the issue of mainstreaming CBA into government policy and planning processes or into city or sectoral level plans (e.g. on agriculture). Others look at how gender and children’s issues should be mainstreamed into adaptation planning itself, and others describe how tools can be applied, and finance delivered for effective mainstreaming. This book was published as a special issue of Climate and Development.

This research examines one of these efforts, a pilot of the Vulnerability, Consequences, and Adaptation Planning Scenarios (VCAPS) technique by Western Water Assessment (WWA) at the University of Colorado Boulder across six communities in Colorado and Utah. The VCAPS process facilitates conversations amongst local decision-makers using collaboratively-built causal diagrams to understand how a hazard leads to specific outcomes and consequences, which correspond to potential points of intervention or actions. Using a survey and two series of interviews with participants, as well as documentation from the workshops, this research assists in the evaluation of WWA’s six pilots. The questions guiding this research ask to what extent the VCAPS process better prepared the pilot communities to face their identified climate hazard(s), in terms of increased motivation, ability to overcome challenges or barriers to adaptation, and actions generated or influenced by the workshop. I find that these six pilot workshops demonstrate the potential of the VCAPS process to inform participants’ understanding of their region’s climate change risks and generate climate adaptation-related actions in their communities. At the same time, feedback and reflections from participants suggest various ways in which the process might be adapted for future iterations in order to respond to current challenges or limitations. I propose recommendations to address these, often relying on examples of other collaborative climate adaptation processes.

It is mainly manifested through modifications of average temperature, rainfall intensity and patterns, winds and solar radiation. These modifications significantly affect basic resources, such as land and water resources. Populations at disproportionately higher risk of adverse consequences with global warming of 1.5°C and beyond include disadvantaged and vulnerable populations, some indigenous peoples, and local communities dependent on agricultural or coastal livelihoods (IPCC, 2018). Therefore, adaptation measures are recommended in order to cope with climate change. Indigenous peoples have developed practices for climate change adaptation, based on their long-term experience with adverse climatic effects. There was thus a need to identify such practices as they could be effectively mainstreamed in community-based adaptation programmes. This report makes an inventory of indigenous and community adaptation practices across the world. The inventory was mainly done through literature review, field work and meetings with selected organisations. The case studies documented are categorized in five technologies and practices themes, including: (1) Weather forecasting and early warning systems; (2) Grazing and Livestock management; (3) Soil and Water Management (including cross slope barriers); (4) Water harvesting (and storage practices); (5) Forest Management (as a coping strategy to water scarcity), and; (6) Integrated wetlands and fisheries management. These were then related to the corresponding main agro-ecological zones (AEZ), namely arid, semi-arid, sub-humid, humid, highlands and coastal and wetlands. The AEZ approach was considered as an entry-point to adopting or adapting an existing indigenous strategy to similar areas. Challenges that threaten the effectiveness of indigenous and community adaption strategies were identified. These challenges include climate change itself (which is affecting the indicators and resources used by communities), human and livestock population growth (which is increasing pressure on natural resources beyond their resilience thresholds), current institutional and political settings (which limit migrants’ movements and delimits pieces of usable land per household), cultural considerations of communities (such as taboos and spiritual beliefs), and the lack of knowledge transfer to younger communities. Indigenous knowledge provides a crucial foundation for community-based adaptation strategies that sustain the resilience of social-ecological systems at the interconnected local, regional and global scales. In spite of challenges and knowledge gaps, these strategies have the potential of being strengthened through the adoption and adaptation of introduced technology from other communities or modern science. Attention to these strategies is already being paid by several donor-funded organisations, although in an uncoordinated manner.
