Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.

Much work in this area of macro practice, particularly around "grassroots" community organizing, has a somewhat dated feel to it, is highly ideological in orientation, or suffers from superficiality, particularly in the area of theory and practical application. Set against the context of an often narrowly constructed "clinical" emphasis on practice education, coupled with social work's own current rendering of "scientific management," community practice often takes second or third billing in many professional curricula despite its deep roots in the overall field of social welfare. Drawing on extensive case study data from three significant community-building initiatives, program data from numerous other community capacity-building efforts, key informant interviews, and an excellent literature review, Chaskin and his colleagues draw implications for crafting community change strategies as well as for creating and sustaining the organizational infrastructure necessary to support them. The authors bring to bear the perspectives of a variety of professional disciplines including sociology, urban planning, psychology, and social work. Building Community Capacity takes a collaborative, interdisciplinary approach to a subject of wide and current concern: the role of neighborhood and community structures in the delivery of human services or, as the authors put it, "a place where programs and problems can be fitted together." Social work scholars and students of community practice seeking new conceptual frameworks and insights from research to inform novel community interventions will find much of value in Building Community Capacity.

Of the various participants who have "a seat at the table," whose voices are influential, whose aren't, and why? This book summarizes how five community partnerships, working with a team of researchers, attempted to answer these critical questions. Investigating 10 cases--two from each community partnership--the study tracks the ideas of everyone involved and reveals how and why the ideas of marginalized and ordinary residents were far less likely to be influential than those of people with more clout, resources, or acknowledged expertise. Finally, the authors explain how and why these influence inequities can be overcome, providing readers with practical, evidence-based tools to help them do so. The book should be helpful to readers involved in any form of active community participation, from participatory research to civic engagement, deliberative democracy, and community initiatives. Book excerpt: This report details a comparative analysis of early learning guidelines (ELGs) for infants and toddlers less than 3 years of age in Latin America and the Caribbean. The 19 ELGs evaluated are utilized by 12 national and 7 regional programs located in 13 countries in the region. Three types of programs are included in this report: parenting programs (n=3), community centers (n=4) and child development centers (n=12). Two of the twelve child development center programs fall beyond the age range of this research (0-3 years) and are included as case studies. While parenting programs are included in this analysis, caution should be given to directly comparing their results to the results from community center or child development center programs. As described in the paper, parenting programs represent a distinct type of intervention.
