This volume addresses several of his most distinguished hallmarks, including model analysis, model generation, infeasibility diagnosis, sensitivity analysis, parametric programming, energy modeling, and computational biology. There is also an overview chapter on the emergence of computational OR, and in particular, how literature venues have changed the course of OR research. He developed Computer-Assisted Analysis in the 1970s and 80s, creating an artificially intelligent environment for analyzing mathematical programming models and their results. This earned him the first INFORMS Computing Society (ICS) Prize for "research excellence in the interfaces between operations research and computer science" in 1986, notably for his software system, ANALYZE. In 1993, he wrote the first book in the Springer OR/CS Series entitled A Computer-Assisted Analysis System for Mathematical Programming Models and Solutions: A User’s Guide for ANALYZE. He applied OR methods to CS problems, ranging from using queuing theory for optimal list structure design to using integer programming for bioinformatic database search. He also applied CS to OR problems, ranging from super-sparse information structures to the use of compiler design in ANALYZE. This book can serve as a guide to new researchers, and will report the historical trajectory of OR as it solves current problems and forecasts future applications through the accomplishments of Harvey Greenberg.

While rapid growth ofOR led to its becoming an important aid to decision making in all sectors including defense, its contribution in defense remained largely confined to classified reports. Very few books dealing with applications of quantitative decision making techniques in military have been published presumably due to limited availability ofrelevant information. The situation changed rapidly during the last few years. The recognition of the subject of Military Operations Research (MOR) gave tremendous boost to its development. Books and journals on MOR started appearing. The number of sessions on MOR at national and international conferences also registered an increase. The volume of teaching, training and research activities in the field of MOR at military schools and non-military schools enhanced considerably. Military executives and commanders started taking increasing interest in getting scientific answers to questions pertaining to weapon acquisition, threat perception and quantification, assessment of damage or casualties, evaluation of chance of winning a battle, force mix, deployment and targeting of weapons against enemy targets, war games and scenario evaluation. Most of these problems were being tackled on the basis of intuition, judgment and experience or analysis under very simple assumptions. In an increasingly sophisticated and complex defense scenario resulting in advances in equipment and communications, the need for supplementing these practices by scientific research in MOR became imperative.

The chapters use a variety of techniques, including classical operations research tools, such as optimization, queuing theory, and discrete event simulation, as well as statistics, epidemic models and decision-analytic models. In the recent past, attention has often been devoted to global environmen tal issues in which the level of policy making is either international, through multi-country agreements on emission control, or national, when environ mental policies are designed to control domestic pollution. Many environ mental problems, however, have a local or regional dimension. Even when their dimension is global, e. g. in the case of the greenhouse gas effect, relevant decisions on emission control, such as the adoption of energy saving utilities, are taken at the local level. In many countries, the current legislation imposes the local authorities to prepare plans and adopt measures to control energy consumption or to reduce waste of natural resources. It is therefore important to analyze the way in which local or regional authorities optimise their environmental management.
