She demonstrates how both investors and hosts rely on social networks, institutions, politics, and cultural understandings to make decisions about investment, employing practical rather than rational economic strategies to deal with the true uncertainty that plagues the postsocialist environment. The book explores how eleven postsocialist countries address the very idea of FDI as an integral part of their market transition. The inflows of foreign capital after the collapse of Communism resulted not from the withdrawal of states from the economy, as is commonly expected, but rather from the active involvement of postsocialist states in institutionalizing and legitimizing FDI. Using a wide array of data sources, and combining a macro-level account of national variation in the liberalization to foreign capital with a micro-level account of FDI transactions in the decade following the collapse of Communism in 1989, the book reveals how social forces not only constrain economic transformations but also make them possible. Book excerpt: Memory has taken centre stage in European-level policies after the Cold War, as the Western historical narrative based on the uniqueness of the Holocaust was being challenged by calls for an equal condemnation of Communism and Nazism. This book retraces the anti-communist mobilisations carried out by Central European representatives in the Parliamentary Assembly of the Council of Europe and in the European Parliament since the early 1990s. Based on archive consultation, interviews and ethnographic observation, it analyses the memory entrepreneurs’ requests for collective remembrance and legal accountability of Communist crimes in European institutions, Pan-European political parties and transnational advocacy networks. The book argues that these newcomers managed to strengthen their positions and impose a totalitarian interpretation of Communism in the European assemblies, which directly shaped the EU’s remembrance policy. However, the rules of the European political game and recurring ideological conflicts with left-wing opponents reduced the legal and judicial implications of this anti-communist grammar at the European level. This text will be of key interest to scholars and graduate students in memory studies, post-Communist politics and European studies, and more broadly in history, political science and sociology.

As the vogue of communism with a human face passed. The question of American policy toward Communists became far less pressing; yet the question will almost certainly require attention in the future. This is particularly true with respect to the Italian Communist Party, which remains powerful in numbers and flexible in policy. Michael Ledeen examines Communist Party participation in Western European governments since World War II, and the ambivalent American foreign policy toward it. He concentrates on the Italian Communist Party: its history and its relations with the Soviet Union. Togliatti, Secchia, Gramsci, Nenni are identified as the major players in Italian communist and socialist politics. The author explores in depth why the United States has been reluctant to become involved in internal Italian affairs, and how this policy posture has strongly influenced in the development of communism in Western Europe. Ledeen shows that the strategies of contemporary West European Communist Parties are now roughly similar to those of the immediate post-war period. He argues that American intellectuals are as uncritical of Eurocommunism as they were after the first flush of Allied victory in World War II, that the Carter administration's foreign policy was incoherent, and that the United States needs a consistent, ideological approach to communism--one that includes the capacity for action as well as reaction. Michael Ledeen is a senior associate of the Center for Strategic and International Studies at Georgetown University, and formerly taught history at Washington University. He was the founding editor of The Washington Quarterly, and is the author of, among other works, Grave New World; The First Duce: D'Annunzio at Fiume; and editor of U.S. Defense and Foreign Policy.

The communist movement, though originally oriented towards the future, was no exception: The theory of human history constitutes a substantial part of Karl Marx’s and Friedrich Engels’s writings, and the movement inspired by them very soon developed its own strong historical identity, combining the Marxist theory of history with the movement’s victorious milestones such as the October Revolution and later the Great Patriotic War, which served as communist legitimization myths throughout almost the entire twentieth century. During the Stalinist period, however, the movement ́s history became strongly reinterpreted to suit Joseph Stalin’s political goals. After 1956, this reinterpretation lost most of its legitimating power and instead began to be a burden. The (unwanted) memory of Stalinism and subsequent examples of violence (the Gulag, Katyń, the 1956 Budapest uprising and the 1968 Prague Spring) contributed to the crisis of Eastern European state socialism in the late 1980s and led to attempts at reformulating or even rejecting communist self-identity. This book’s first section analyzes the post-1989 memory of communism and state socialism and the self-identity of the Eastern and Western European left. The second section examines the state-socialist and post-socialist memorial landscapes in the former German Democratic Republic, Czechoslovakia/Czech Republic, Poland, Lithuania, Ukraine and Russia. The final section concentrates on the narratives the movement established, when in power, about its own past, with the examples of the Soviet Union, Poland, Romania and Czechoslovakia.
