The epidemiologic and economic analyses in the first part of the book suggest that policy-makers should make chronic disease a priority. This book highlights the issues and focuses on the strategies and interventions that policy-makers have at their disposal to tackle this increasing challenge. Strategic discussed in the second part of this volume include (1) prevention and early detection, (2) new provider qualifications (e.g. nurse practitioners) and settings, (3) disease management programmes and (4) integrated care models. But choosing the right strategies will be difficult, particularly given the limited evidence on effectiveness and cost-effectiveness. In the third part, the book therefore outlines and discusses institutional and organizational challenges for policy-makers and managers: (1) stimulating the development of new effective pharmaceuticals and medical devices, (2) designing appropriate financial incentives, (3) improving coordination, (4) using information and communication technology, and (5) ensuring evaluation. Access to health care services is critical to good health, but residents of remote areas face a variety of access barriers. The obstacles faced by health care providers and patients in rural areas are very different from those in urban areas. This could be caused by economic factors, cultural and social differences, educational deficiencies, lack of recognition by legislators, and the sheer isolation of living in inland areas, all of which conspire to create health care disparities and hinder people living in inland areas in their struggle to lead normal, healthy lives. Based on available analyses, further progress is needed to promote appropriateness of care, address geographic imbalances in health care use, and prevent the spread of risk factors including chronic diseases and regular health problems. To eradicate these problems, it is essential to develop a telemedicine system with ICT integration that will help patients in inland areas by using contemporary technologies: it would thus be possible for patients to meet their goals using these systems even without the presence of a physician since authenticated prescriptions are generated by doctors and can be transmitted to patients electronically. The volume will contain a number of ideas from researchers who are already working to find solutions and will give insights into exploring innovative methods and new systems developed.

Exploring the concepts of digital transformation, pandemic and public-law instruments, it provides an analysis of European and national public-law instruments using digital solutions, security and cybersecurity during a pandemic, and concrete issues such as public administration, health protection and social security, economic activity and the system of public finances, and education during the pandemic is performed. Establishing whether particular solutions are durable and to what extent they create a certain standard of response to a threat, it makes recommendations for determining which of the existing solutions is useful for the functioning of the state and its organs and facilitates the performance of their tasks.
