Chris Milner argues that while the idea of trying to build a Commonwealth free trade agreement may hold enormous appeal, it is fraught with legal, administrative and political difficulties. He identifies improving trade infrastructure - particularly roads, railways and port facilities - as a key means of lowering trading costs and boosting trade both within the Commonwealth and with non-Commonwealth countries.Intra-Commonwealth trade currently generates about US$225 billion a year in export trade for member countries, which is equivalent to about 16 per cent of Commonwealth countries' total exports. This is a substantial volume of trading activity, but overall the bulk of Commonwealth countries' trade is with countries outside the Commonwealth. It was not to be: instead Dief gave the country a decade of continuous convulsion, marked by his government’s defeat in 1963 and his own forced departure from the leadership in 1967, a very public drama that divided his party and riveted the nation. When Diefenbaker died in 1979, he was given a state funeral modeled - at his own direction - on those of Churchill and Kennedy. It culminated in a transcontinental train journey and burial on the bluffs overlooking Saskatoon, alongside the archive that houses his papers - the only presidential-style library built for a Canadian prime minister. Canadians embraced the image of Dief as a morally triumphant underdog, even as they were repelled by his outrageous excesses. He revived a moribund party and gave the country a fresh sense of purpose but he was no match for the dilemmas of the Cold War of Quebec nationalism, or the subtleties of the country’s relations with the United States. Gates and Collins expose the fallacy of this argument, pointing out that this is largely a myth and that the very same lobbies and politicians who are crying ‘cows’ have opposed other legislation that would actually have helped small farmers. Weaving in personal narratives, history, and plenty of solid economic sense, Gates and Collins make a sound and compelling case for tax reform, not repeal.

His dream was to build an integrated South Asia through corridors and gateways, which will be well connected with pan-Asian transport networks.
