Book excerpt: Excerpt from Commercial Geography the Materials of Commerce for the Philippines In a recent readjustment of the high-school course of study effected by this Office, a two-year course has been introduced into the last half of the high-school curriculum embodying a half year of physical geography, a half year of commercial geography, and a year of economic conditions in the Philippines. The material of instruction in all of these subjects is made to apply very definitely to local conditions in these Islands. The course is logical in its sequence. A study of climate, topography, and other physical features leads normally to a consideration of the products of the country which depend largely upon them. Then follows a discussion of the industrial conditions, and the three phases of the one subject are viewed from the standpoint of and consideration of the material well-being of the people of the Philippines. The necessity for a special text on this subject, having as its basis the conditions which obtain in this particular field, is evident. Standard American and European texts in commercial geography might, of course, be used here, but the interpretation of the principles and theories announced and their adaptation to local conditions would involve so large an expenditure of time and effort on the part of the teachers that it seems almost essential that a special Philippine text be provided. The author of this book, Mr. Hugo H. Miller, of the division of industrial information of the Bureau of Education, has drawn upon all available sources of material, and the result as realized in this text is one of the most valuable publications issued by this Bureau. The three volumes which have now appeared distinguishing the 'consignment' from the import and export trade of the United Kingdom throw much more light on some of the features of British trade than could be got from the only returns formerly published, and for that reason a few paragraphs and notes relating to that subject have been added (pp. 601 - 2, pars. 6005, 607a, 624a, No change has been made in the town populations of France and Germany in consequence of the new censuses of 1906 and December 31, 1905, respectively. The object of giving these populations is to allow of a rough comparison of the relative importance of towns in different parts of the world, and as in most other cases the populations are based on returns about 1900, it would be misleading to introduce in these two cases returns of a later date. It may be here mentioned, however, that in France the round numbers adopted to give the results of the census returns of 1901 would serve almost equally well in many cases for those of 1906. Some of the large towns have even gone back in population. Lille lost Roubaix between the two censuses. In nearly all the large towns of Germany, however, the rapid growth of previous periods was shown by the 1905 census to have been continued. It is a cause for regret, therefore, that in various ways Commercial Geography has been either made a matter of cram, ' or confused with Political Economy and Commerce. Knowledge of the theory of ex change and of actual commercial operations is of infinite value in actual business but neither the one nor the other has, I think, any direct place in a text-book of Commercial Geography. If this conception of the Science is correct, it is obvious that variable statistics and similar burdens on, or appeals to, the memory should be avoided; and that the typical conditions for the production of necessaries should be emphasised. I believe that my book owes much of its friendly reception to the attempt made in it to account for the economic posi tion of each state by its physical character and by the ethnographic peculiarities and the degree of civilization of its people. Probably you have also learned that the land and water are very unequally distributed, the greater part of the land lying north of the Equator and the greater part of the water lying south of it; but you may not have considered the relations which these condi tions sustain to human life, occupations and commerce. Unequal distm_ Of the fourteen hundred million people liv Ing upon the earth about one-half live upon Bunon 0f FE less than one-seventh of its surface. The principal causes for this unequal distribution of life are climate and the condition of the earth's surface. Animals are compelled to live in the regions that produce their food. Man only can live away from the sources of his food supply, because he alone has devised means for transporting what he needs to any locality in which he desires to dwell. Some animals feed upon plants, and some upon other animals. Those animals that furnish food for others, themselves feed upon plants; therefore the animal life of a locality is determined by its plant life, and even man finds it to his advantage to dwell in those portions of the earth where his supply of food is abundant and easily obtained. The most important features of climate are temper climate ature and rainfall. As these are, so are the vegeta tion, animal life and people. In general, the earth is divided climatically into the tropical, temperate and polar regions. The tropical regions are characterized by high temperatures, and in some localities an abundance of rainfall, and in others almost an entire absence of rainfall. Where there is an abundance of rainfall we find the most luxuriant vegetation. The regions best illustrating these condi tions of life are found in the valleys of the Amazon and Kongo Rivers. In the forests of the Amazon the trees grow to an enormous size, and twining and climbing plants and undergrowth form thickets so dense that it is impossible to penetrate them.
