After studying the historical roots of both interpretative acts, this research questions the level of protection taxpayers enjoy when relying on circulars and tax rulings and contains a review of decades of administrative case-law to assess the judicial discourse on taxpayers’ rights to certainty. In the shrinking arms market of the post-Cold War era, countries with advanced arms industries face difficult choices concerning force size, arms production, arms export, and defense industrial capacity. This book explores the links among these issues through a detailed study of the combat aircraft industries in the United States, Russia, Britain, France, Germany, Italy, and Sweden--the seven countries that develop, produce, and export all of the world's technologically advanced weapon systems. The studies show how military strategy, planned forces, and the age of systems in the current inventory affect the domestic demand for new production; how the recent drop in domestic demand affects arms industries; and the extent to which governments and firms in the arms-producing nations are turning to exports to sustain the industries. Stunning changes in Russia's combat aircraft forces, industry, and strategy are detailed here for the first time, as are expected future Russian combat aircraft exports to China. Newly compiled data also show that in the United States and Russia and globally, arms production for export will exceed production for domestic use for the first time in history, starting in 1995. Arms production is thus increasingly dominated by commercial rather than security interests. Ultimately at issue is whether governments will exploit the opportunity offered by the dramatic post-Cold War contraction of the world arms market to reduce their armed forces and constrain international arms trade while shrinking the arms industry--or keep pushing arms exports that generate new threats and justify larger armed forces, more arms production, and bigger arms industries.

Some of these countries have prohibited Islamic religious coverings in public spaces and institutions, while in others, legal restriction remains subject to intense political conflict. Seeking to understand these different outcomes, social scientists have focused on the role of countries' historically rooted models of nationhood and their attendant discourses of secularism. Emily Laxer's Unveiling the Nation problematizes this approach. Using France and Quebec as illustrative cases, she traces how the struggle of political parties for power and legitimacy shapes states' responses to Islamic signs. Drawing on historical evidence and behind-the-scenes interviews with politicians and activists, Laxer uncovers unseen links between structures of partisan conflict and the strategies that political actors employ when articulating the secular boundaries of the nation. In France's historically class-based political system, she demonstrates, parties on the left and the right have converged around a restrictive secular agenda in order to limit the siphoning of votes by the ultra-right. In Quebec, by contrast, the longstanding electoral salience of the “national question” has encouraged political actors to project highly conflicting images of the province's secular past, present, and future. The most advanced countries, not only the U.S. but also France, Great Britain and Italy, over the past few years have undergone a transormation of their armed forces aimed at exploiting the strategic advantages of IT. The goal pursued in Europe, and also promoted by NATO, is Network Enabled Capability (NEC). That is combining equipment and soldiers, as well as different doctrinal, procedural, technical and organizational elements, into a single network to obtain their interaction in order to achieve substantial strategic superiority. In practice, this also occurs with a strong, efficient and secure telecommunications network, and through netcentric modernization of armed forces' capability and systems aimed at connecting them to the net. This research paper analyzes the military netcentric modernization and transformation programs - still in progress - in France, Britain and Italy, with special focus on the joint program led by the Italian army called "Forza NEC". Opportunities and challenges of "Forza NEC" have been considered according to the Italian armed force's requirements, developed during two decades of experience in international military operations, as well as in the light of the evolution of strategic doctrine at a European and transatlantic level. Particular attention has been devoted to the interaction between industry and the armed forces, and to the involvement of many Italian companies in different "Forza NEC" activities, as it represents one of the pillars of the procurement program.
