Book excerpt: Le rapport Comment les immigrés contribuent à l’économie des pays en développement est le fruit d’un projet mené conjointement par le Centre de développement de l’OCDE et l’Organisation internationale du travail, avec le soutien de l’Union européenne. Il couvre les dix pays partenaires – l’Afrique du Sud, l’Argentine, le Costa Rica, la Côte d’Ivoire, le Ghana, le Kirghizistan, le Népal, la République dominicaine, le Rwanda et la Thaïlande – de ce projet, « L’évaluation de la contribution économique des migrations de travail dans les pays en développement comme pays de destination », visant à apporter des preuves empiriques – à la fois quantitatives et qualitatives – des multiples façons dont les immigrés influent sur leurs pays d’accueil. Ce rapport met en avant l’impact relativement limité des migrations de travail sur les performances des travailleurs autochtones sur le marché du travail, la croissance économique et les finances publiques dans les dix pays partenaires. Cela signifie que la crainte que les immigrés génèrent des effets négatifs s’avère souvent injustifiée, mais aussi que la plupart des pays de destination ne tirent pas suffisamment parti du capital humain et de l’expertise que les immigrés ont à offrir. Les politiques publiques peuvent jouer un rôle déterminant pour accroître la contribution des immigrés au développement de leur pays d’accueil.

Book excerpt: Dans le présent travail de recherche, nous proposons, à travers quelques essais empiriques, un nouveau regard sur les enjeux économiques de la migration internationale et le développement des pays d'origine. Tout d'abord, nous commençons par étudier le lien entre la migration internationale et le commerce extérieur en nous appuyant sur des données bilatérales d'un groupe de 27 pays, choisis selon des critères bien particuliers. Les résultats mettent en exergue un lien de complémentarité entre le commerce et la migration. Par la suite, nous étudions l'impact de la migration à travers d'autres canaux de transmissions tels que le capital humain et l'investissement. Il s'agit de retracer l'impact des transferts de fonds des migrants sur la croissance économique des pays d'origine de court et long terme. L'impact est ambigu dans l'espace et le temps. Enfin nous avons choisi de mener une étude complémentaire, à caractère micro-économique, et qui se focalise sur la migration de retour au pays du Maghreb et en particulier en Tunisie. Elle explique comment le migrant de retour contribue au développement de son pays d'origine à travers le canal investissement. Les résultats attestent un biais régional en défaveur de la région du Sud tunisien.

[...] What this takes into account is the attraction that English can have on immigrants in Quebec, or used to have in the past.25 The issue of the definition and counting of immigrants who's FOLS is French and their inclusion in the statistics for the francophone group prompted many questions among the Committee members. [...] Statistics Canada treats double responses as follows: half the respondents in the French- English FOLS group are indexed as francophones and the other half as anglophones, so as to respect the relative frequency of use.26 This was the procedure decided upon by Treasury Board in the 1990s: The thing is that usually what the Treasury Board does is, and the approach that was adopted in the early 1990 [...] To respond to the recriminations of the FCFA, another order in council was published in August 2010, stating that the simplified census questionnaire of May 2011 will include additional questions on language in order to comply with the provisions of the OLA relating to offer of services to the population. [...] It would be in the interest of the federal government, the provinces and territories, and the communities, within the framework of their partnerships, to harmonize their definitions and variables and to coordinate the treatment of their statistics in order to obtain comparable data on immigration to OLMCs.
