The decisions in the 1990s to reduce purchases of new equipment left the Navy with aging fleets of aircraft that are increasingly expensive to maintain. This situation coupled with the cost of the Global War on Terror has created a cycle in which more funds are spent maintaining older equipment at the expense of new purchases. This has lead to still older equipment and higher maintenance costs. The increases in the costs of operating and maintaining aging military equipment have created a budgetary crisis in the Department of Defense. The Commander Naval Air Forces (CNAF), Commander, Naval Air Force, U.S. Pacific Fleet (COMNAVAIRPAC), and Commander, Naval Air Force, U.S. Atlantic Fleet (COMNAVAIRLANT), face the great challenge of effectively vying for their share of the 37 percent of the DoD budget that pays for the day-to-day costs of Operation and Maintenance (O & M). Precisely identifying budgeting and costs for sustaining Aircraft Operations Maintenance (AOM) of the Navy's aging fleet of aircraft is vital to preserving an essential component of current war fighting doctrine. Unfortunately, establishing the association between age and costs is complex. Costs are likely to be affected by an aircraft's age, component technology, the number of flight hours, manner in which it is flown, and the resources devoted to maintenance. Therefore, to better identify costs and maintenance trends of value to Naval aviation, the cost drivers for AOM should be investigated. The purpose of this study is to analyze the effectiveness of the aircraft maintenance process in conjunction with actions to remove impediments to non-deployed aviation readiness.

Why is one of the largest militaries in the world, and the most expensive by far, periodically stressed by the operational demands placed upon it? This book argues that recent problems with overstretch are the result of a heavy reliance on technology to solve tactical and strategic problems. Over the last seven decades, the US armed services have consistently chosen to push the technological frontier out in an effort to first gain, and then maintain, qualitative superiority over potential foes. The high procurement and support costs associated with cutting-edge weapon systems has resulted in a military that is shrinking in both absolute size and in the relative share of combat forces. The culmination of this process is a US military that increasingly lacks the capacity needed to conduct operations without putting significant stress on its personnel and equipment. Lake argues that this pattern is a manifestation of an American cultural disposition favoring technology. He shows that this affinity for technology is present in the organizational cultures of all the armed services, though not to the same degree. By examining procurement programs for each armed service, this book reveals how attempts to develop and leverage superior technology has resulted in some notable program failures, high procurement costs for the latest generation of equipment with associated production cuts, and the high support requirements that are causing the relative share of combat forces to shrink. Lake’s analysis of recent initiatives by the armed services suggests that this pattern is likely to continue, with the US military remaining prone to overstretch whenever its operational tempo increases above the peacetime baseline.

In large part, on the effectiveness of shore-based Naval Aircraft Intermediate Maintenance Departments (AIMDs). The AIMDs are activities that provide repair support to shore-based aircraft squadrons In the continental United States and provide in-depth backup support for the Carrier Air Groups (CAGs) based on deployed aircraft carriers around the world. The purpose of the present study was to test the Methodology for Generating Efficiency and Effectiveness Measures (MGEEM) introduced and tested by the Air Force Human Resources Laboratory (AFHRL) of the United States Air Force in the Communication and Navigation Equipment Repair Branch of a shore-based AIMD under the Commander, Naval Air Force, United States Pacific Fleet. The intent of the research was to determine whether the use of the MGEEM increased the effectiveness of the Communication and Navigation Equipment Repair Branch of a shore-based Naval AIMD. and to determine whether there is inter-service transportability of the MGEEM by comparing the results of this study performed in the Navy with an Independently-conducted productivity study in an Air Force shop with an identical organizational mission.

As a consequence the Services will be forced to operate aging aircraft without replacement for many critical missions. The impact of this average age increase upon future Operating and Support (O & S) costs must be assessed properly if the Department of Defense decision makers are to make properly informed downsizing decisions. The Naval Aviation Maintenance Office, Logistics Engineering Department, Resource Analysis Division, has developed methodology, techniques and procedures for evaluating potential relationships between the age of in service aircraft and their O & S costs using existing data bases. The incidence of verified material failures (VF) and the Direct Maintenance Manhours (DMH) expended to correct them are correlated to the aircraft's age during its in-service operational life and are potential indicators of increased O & S Costs. The Naval Aviation Logistics Data Analysis (NALDA) data bases for Navy and Marine Corp aircraft contain historical operations and maintenance data which can serve as age indicators.

Therefore, all will be interested in this unique narrative by Admiral Wallin. The Navy has long needed a succinct account of the salvage operations at Pearl Harbor that miraculously resurrected what appeared to be a forever shattered fleet. Admiral Wallin agreed to undertake the job. He was exactly the right man for it _ in talent, in perception, and in experience. He had served intimately with Admiral Nimitz and with Admiral Halsey in the South Pacific, has commanded three different Navy Yards, and was a highly successful Chief of the Bureau of Ships. On 7 December 1941 the then Captain Wallin was serving at Pearl Harbor. He witnessed the events of that shattering and unifying "Day of Infamy." His mind began to race at high speeds at once on the problems and means of getting the broken fleet back into service for its giant task. Unless the United States regained control of the sea, even greater disaster loomed. Without victory at sea, tyranny soon would surely rule all Asia and Europe. In a matter of time it would surely rule the Americas. Captain Wallin salvaged most of the broken Pearl Harbor fleet that went on to figure prominently in the United States Navys victory. So the account he masterfully tells covers what he masterfully accomplished. The United States owes him an unpayable debt for this high service among many others in his long career.
