Released without the concurrence of the Army Ground Forces, FM 100-20 was a distillation of previous doctrine and lessons learned in combat in Northwest Africa during 1942-43. The study demonstrates that all but a few of the essential elements of sound airpower doctrine existed prior to FM 100-20's release. However, certain doctrinal flaws in the earlier manuals coupled with the failure of air and ground commanders to adhere to the most current doctrine available contributed substantially to the initial difficulties experienced in Northwest Africa. Citing contemporary primary source evidence, the study shows that thoughtful combat commanders recognized these failures and moved to correct them prior to the Battle of Kasserine Pass. FM 100-20 was written following the Axis surrender in Northwest Africa and was based on the recommendations of the combat commanders who fought there. The study concludes that it incorporated the valid portions and corrected the flaws of the preceding doctrine and was not merely a subterfuge to further the goal of Air Force "self-determination ... under the guise of lessons learned in battle at Kasserine."

Book excerpt: This report examines the achievement of the principle of unity of effort from a narrow focus on the command and control of U.S. joint tactical air operations in four campaigns (Midway, the Solomons, Korea, and Vietnam) from 1942 to 1968 and extracts some lessons for future joint air operations. The authors distinguish between unity of effort and unity of command, a distinction that manifests itself in individual service doctrines, in joint operations, and, ultimately, in each of the Services' views of war. While unity of command is one of several steps necessary to achieve unity of effort, the authors recommend that debate should be centered around the accomplishment of unity of effort. The research was completed before the onset of combat operations in Kuwait and Iraq in early 1991. The authors hope to extend the analysis to cover that campaign in a subsequent publication.

Book excerpt: For nearly two decades the United States Air Force (USAF) oriented the bulk of its thinking, acquisition, planning, and training on the threat of a Soviet blitzkrieg across the inter German border. The Air Force fielded a powerful conventional arm well rehearsed in the tactics required to operate over a central European battlefield. Then, in a matter of days, the 1990 invasion of Kuwait altered key assumptions that had been developed over the previous decade and a half. The USAF faced a different foe employing a different military doctrine in an unexpected environment. Instead of disrupting a fast paced land offensive, the combat wings of the United States Central Command Air Forces (CENTAF) were ordered to attack a large, well fortified, and dispersed Iraqi ground force. The heart of that ground force was the Republican Guard Forces Command (RGFC). CENTAF's mission dictated the need to develop an unfamiliar repertoire of tactics and procedures to meet theater objectives. How effectively did CENTAF adjust air operations against the Republican Guard to the changing realities of combat? Answering that question is central to this study, and the answer resides in evaluation of the innovations developed by CENTAF to improve its operational and tactical performance against the Republican Guard. Effectiveness and timeliness are the primary criteria used for evaluating innovations.

Ever since its use by the French to put down rebellious Moroccan tribes in 1913, airpower has been employed to fight in limited but often lengthy small conflicts around the globe. This is the first comprehensive history of airpower in small wars-conflicts pitting states against non-state groups such as insurgents, bandits, factions, and terrorists-tracing it from the early years of the twentieth century to the present day. It examines dozens of conflicts with strikingly different scenarios: the Greek Civil War, the Philippine Anti-Huk campaign, French and British colonial wars, the war in South Vietnam before the American escalation, counterinsurgency in southern Africa, Latin American counterguerrilla operations, and counterinsurgency and counterterrorist campaigns in the Middle East over the last four decades. For each war, the authors describe the strategies employed on both sides of the conflict, the air forces engaged, and the specific airpower tactics employed. They discuss the ground campaigns and provide the political background necessary to understand the air campaigns, and in each case they judge the utility of airpower in its broadest sense. In their historic sweep, they show how forms of airpower evolved from planes to police helicopters, aircraft of the civilian air reserve, and today's unmanned aircraft. Air and ground leaders struggled with interservice rivalry, parochialism, employment paradigms, and technological roadblocks while seeking the optimum balance of missions given the unique speed, range, and flexibility of aircraft. Neither ground force concepts of airpower as self-defense and extended organic artillery, nor air force theories focused on command of the air and strategic attack fit the middle ground of close air support (CAS), leaving a doctrinal void prior to American combat in World War II. This thesis focuses on the critical period from September 1939 through the doctrinal and practical crucible of North Africa, which eventually produced a resoundingly successful system. Theoretical and practical changes in organization and command, airpower roles, and the tactical air control system are examined, with subarea focus on cooperation and communications technology. Upon examination, discerning leadership, able to transcend earlier compromises and failures, emerges as the essential element for CAS success during the war. While many airpower concepts proved valid, air-ground cooperation through liaison proved indispensable, a lesson repeated even today.
