What the author does is to take three distinct historical themes-organization, technology, and ideology and examine how each contributed to the development of WWMCCS and its ability (and frequent inability) to satisfy the demands of national leadership. Whereas earlier works were primarily descriptive, cataloguing the command and control assets then in place or under development, The book offers more analysis by focusing on the issue of how and why WWMCCS developed the way it did. While at first glance less provocative, this approach is potentially more useful for defense decision makers dealing with complex human and technological systems in the post-cold-war era. It also makes for a better story and, I trust, a more interesting read. By necessity, this work is selective. The elements of WWMCCS are so numerous, and the parameters of the system potentially so expansive, that a full treatment is impossible within the compass of a single volume. Indeed, a full treatment of even a single WWMCCS asset or subsystem-the Defense Satellite Communications System, Extremely Low Frequency Communications, the National Military Command System, to name but a few-could itself constitute a substantial work. In its broadest conceptualization, WWMCCS is the world, and my approach has been to deal with the head of the octopus rather than its myriad tentacles.

S. strategy, as presented in the National Military Strategy (1992) and other statements, addresses a continuing requirement to be ready for unilateral action. It also outlines the expectation that the United States will continue to lead in efforts supporting global peace and security using forward presence, crisis response, and multinational operations. After the Gulf War, some political-military analysts and national leaders saw ad hoc coalitions as the wave of the future. Others, seeing the difficulties of planning for an ad hoc operation, disagreed and instead supported a decrease in U. S. security involvement with other nations. World events subsequently showed the necessity of being prepared to work with allies not part of established regional security arrangements. Although not a first choice, the possibility of ad hoc coalition operations is now recognized as an option. This paper, originally published in 1994 by The Center for Advanced Concepts and Technology of the National Defense University, examines the many factors that influence command and control of coalition operations. The factors considered include the nature of a coalition itself, generally transitory. Previous coalition operations were created out of necessity. Such coalitions generally ended as soon as their immediate purpose was completed, although some evolved to become more structured or permanent alliances.

Combatant commanders can maximize the use of this capability by carefully planning and communicating procedures for engagement of these targets. While the short fuse of crisis action planning presents challenges, early consideration of target lists and procedures will facilitate a readiness to prosecute these targets, particularly those elements of the global terror network that will consistently be among the mission objectives of operations in the future. Establishing well-thought-out approval authorities for time sensitive targets, then decentralizing command and control to support decision and execution at the lowest command echelon practical, will streamline responsiveness and achievement of objectives. By identifying targeting guidance and defining command and control early, joint forces commanders can ensure operational plans will prove effective in the dynamic and unpredictable battlespace of the future.
