Book excerpt: Panchayats are local governments mandated in the Constitution of India. As per the Constitution, a three-tier structure of panchayats is in place across the country, excepting areas where Part IX of the Constitution does not apply. Panchayats are to be instituted, through elections every five years, except in States with a population of less than 20 lakh, where panchayats at two tiers may be created. The Constitution recognizes the gram sabha, i.e. all the electors in a village panchayat. The Constitution provides that seats and offices of chairpersons be reserved for scheduled castes (SCs) and scheduled tribes (STs) in proportion to their respective population, and not less than one-third seats and offices of the chairpersons be reserved for women, including within the SC and ST reservations. Women's increased political participation has yielded positive results. Issues central to development-including health, nutrition, family income and education-have taken center stage as women participate in panchayati raj institutions (PRIs), village development boards, and other governance structures. India has primarily relied upon this method of reservation to ensure women's presence in decision-making bodies. This has increased de jure, but not necessarily de facto, participation. There is a need to encourage women's participation in other kinds of groups and associations which contribute to an atmosphere of leadership by women. Based on extensive field research with interviews of 1,200 panchayat representatives and community members in Madhya Pradesh, Rajasthan and Uttar Pradesh (states usually seen as low on social and gender indicators), the book documents awareness, motivation, perceptions, and participation levels of women elected in the first election following the Amendment, with a follow-up survey of the same panchayats in the next two elections. This work maps the empowering impact on women’s self, the attitudes and perceptions of the family and responses of other social institutions. It explodes the myth of women’s disinterest in politics, the entry of only affluent women and relatives of influential politicians, and particularly, of these women as proxy for their male kin. The recent policy announcements reserving more seats for women in panchayats (from one-third to one-half) makes this book topical, and especially interesting in light of the opposition to the reservation of seats for women in state legislatures and the parliament.

The enactment of 73rd Amendment Act was a major step towards women s empowerment. The problem of participatory management of welfare schemes can be solved only when the marginalised section of the society come to play a major role in decision making. The scheduled castes in general and the scheduled castes women in particular, continue to lead a life of misery and deprivation. Even though seats have been reserved in favour of SCs women but very little has changed at the ground level. This book is an outcome of a study conducted in Haryana and focuses on the status and participation of scheduled castes women in decision making institutions at the local level i.e. Panchayati Raj Institutions. A number of factors have been identified, which help in understanding the problems in a proper perspective. The case studies, which form part of the book, have made this book very valuable.
