UNTOC is supplemented by three protocols: the Protocol against the Smuggling of Migrants by Land, Air, and Sea, the Protocol to Prevent, Suppress, and Punish Trafficking in Persons, especially Women and Children, and the Protocol against the Illicit Manufacturing of and Trafficking in Firearms, their Parts and Components, and Ammunition. Article by article, this books presents the text of each provision of the Convention and the Protocols, followed by a systematic analysis of their background and negotiating history, their interpretation by the Conference of the Parties and its working groups, in judicial decisions by domestic and international courts, , in the academic literature, and in official material published by international organisations, chief among them the United Nations Office on Drugs and Crime (UNODC), the guardian of UNTOC and the Protocols. After the Symposium concluded, panelists and speakers synthesized the results of their research and panel discussions in articles for publication-those articles are found in the chapters of this report of proceedings. The implication for SOF is they must continue to train to meet the strategic challenges ahead. This will require forward-deployed units that are engaged with their counterparts in host countries because TOC is both a threat to, and a result of, weak, emerging democratic governments that benefit from engagement. Readiness to conduct all SOF core activities will remain a priority.

The overview is followed by the metrics developed to evaluate the relative magnitude and direction of the threat over a 5-year period. This paper concentrates on one aspect of TOC -- drug trafficking -- and provides metrics for that threat to the United States.
