Book excerpt: The spread of weapons of mass destruction poses one of the greatest threats to international peace and security in modern times--the specter of nuclear, chemical, and biological weapons looms over relations among many countries. The September 11 tragedy and other terrorist attacks have been painful warnings about gaps in nonproliferation policies and regimes, specifically with regard to nonstate actors. In this volume, experts in nonproliferation studies examine challenges faced by the international community and propose directions for national and international policy making and lawmaking. The first group of essays outlines the primary threats posed by WMD proliferation and terrorism. Essays in the second section analyze existing treaties and other normative regimes, including the Nuclear Non-Proliferation Treaty and the Chemical Weapons and Biological Weapons Conventions, and recommend ways to address the challenges to their effectiveness. Essays in part three examine the shift some states have made away from nonproliferation treaties and regimes toward more forceful and proactive policies of counterproliferation, such as the Proliferation Security Initiative, which coordinates efforts to search and seize suspect shipments of WMD-related materials.

Book excerpt: Although the Biden administration has pledged to reaffirm long-standing US security commitments to its allies, a change in administration alone is unlikely to suffice in reestablishing the credibility of the US security guarantee, including the nuclear umbrella, in the eyes of most allies. Trust has been broken, and it will take more than a simple return to business as usual to reassure allies of America’s commitments. If Washington is to reestablish its credibility, it will take time and great effort on the part of both the United States and its allies to rebuild confidence in their joint framework for collective defense. The United States will have to take the lead in rebuilding trust and confidence in its security commitments—including the nuclear guarantee. It will have to demonstrate that commitment in new and evident ways and work closely and collaboratively with its allies in Europe and Asia to renew their collective defense framework, including especially its long-neglected but increasingly important nuclear dimension. At the same time, allies will need to do their part to help rebuild the relationships with Washington and among themselves to strengthen overall deterrence and make US reassurance more credible and convincing. And all of the allies will need to commit to rethinking the arms control framework, nuclear and conventional, that should guide relations between the United States, Russia, China, and key Asian and European powers.

What accounts for a taboo on the use of nuclear weapons so far and will it survive? What is the present state of nuclear deterrence models built during the Cold War? What is the relationship between the pursuit of civilian nuclear energy and the risks of proliferation? Why are we witnessing a move away from non-proliferation to counter-proliferation? The second section gives an overview of the evolving nuclear policies of the five established nuclear powers: the USA, Russia, the United Kingdom, France and the People's Republic of China. Section three looks at the three de facto nuclear states: India, Pakistan and Israel. The fourth section examines the three problem areas in the proliferation matrix today – Iran, North Korea and the potent mix of non-state actors and nuclear weapons. Book excerpt: The threat of nuclear proliferation is no longer being adequately contained by the original nuclear non-proliferation regime with the Nuclear Non-Proliferation Treaty (NPT) at its heart. As of 2001, the United States (US) administration has adopted new measures to counteract the proliferation of nuclear weapons. This paper proposes that the new measures adopted by the US are not effective in ensuring security from nuclear proliferation or protecting against nuclear attack It is argued that the US approach is paradoxically driving nuclear proliferation and increasing the security risk to the US, its measures acting to undermine the nuclear non-proliferation regime without replacing it with an improved regime. It is proposed that the nuclear regime for all of its failings is a necessary bedrock for a world where nuclear non-proliferation is a norm. This regime, and the treaty, is reliant on multilateral buy-in. A constructive way forward would be to fix the NPT and then build new mechanisms to counter the new drivers of nuclear weaponization. An addendum written in 2011, provides an update on how US policy has performed compared to the suggestions made in 2005.
