Book Combat Support Command Control and Communications CSC3 Robust Methods to Mitigate Communications Disruptions

Download or read book Combat Support Command Control and Communications CSC3 Robust Methods to Mitigate Communications Disruptions written by and published by . This book was released on 1991 with total page 82 pages. Available in PDF, EPUB and Kindle. Book excerpt: Historically, the combat support doctrine of the U.S. Air Force (USAF) has emphasized unit self-sufficiency, under which organizations deploying to war, or so deployed already, are equipped with the material and personnel to operate for 30 days and more without resupply. An obvious effect of such a doctrine in wartime would be to minimize the need for combat support command, control, and communications (CSC3) interlinking bases within a theater or linking bases to supply depots. Recent years have witnessed the emergence of a new logistics concept of operations (Log CONOPS) calling for more flexible approaches to combat support, including systematic lateral sharing of critical supplies and maintenance capabilities among similarly equipped airbases, i.e., mutual support. Clearly, mutual support, unlike self-sufficiency, requires a CSC3 system. This report investigates the capabilities required of such a system.

Available in PDF, EPUB and Kindle. Book excerpt: In contrast to the U.S. Air Force's traditional logistics doctrine of airbase self-sufficiency, a policy of mutual supply and maintenance support among similarly equipped combat bases introduces a need for a combat support command, control, and communications (CSC3) system as well as efficient inter-base transportation. This study investigates CSC3 requirements first by postulating an ideal system, then by examining the effect of communications delays and interruptions on combat capability. Workarounds to mitigate these degradations, such as daily exception reporting of only a few critical needs, are evaluated. Exception reporting, which only requires communications facilities of message caliber, proved almost as effective as full asset status reporting, which depends on data-grade, computer-to-computer communications. Consequently, CSC3 requirements for in-theater mutual support appear less demanding than was generally thought. The analysis also reconfirmed the importance of fast, assured inter-base transportation.

Book Coupling Logistics to Operations to Meet Uncertainty and the Threat CLOUT

Download or read book Coupling Logistics to Operations to Meet Uncertainty and the Threat CLOUT written by I. K. Cohen and published by RAND Corporation. This book was released on 1991 with total page 88 pages. Available in PDF, EPUB and Kindle. Book excerpt: Uncertainty is of essentially two kinds: statistical uncertainty (variability observed in repeatable phenomena), and state-of-the-world uncertainty (uncertainty about phenomena that are not repeatable, not observed or observable, or both). State-of-the-world uncertainty dominates the wartime scenario and affects peacetime planning as well. This report describes a set of initiatives called CLOUT (coupling logistics to operations to meet uncertainty and the threat) designed to cope with resource shortages caused by poor predictions of demand. The theater-level CLOUT initiatives include (1) lateral repair by bases that have repair capability to support bases that do not; (2) forward stockage for quick response to unsatisfied demands at bases; (3) responsive theater transportation to support lateral resupply, forward stockage, lateral and theater repair, retrograde, and distribution of assets coming into the theater; and (4) improved operating policies and decision rules in prioritizing repair assets and allocating them to bases. The "wholesale" or depot-level CLOUT initiatives include the following: (1) responsive, assured intertheater transportation; (2) enhanced flexibility, responsiveness, and relevance of the depot's repair process; and (3) distribution of serviceable assets that explicitly accounts for mission urgency and the current asset position worldwide.

Available in PDF, EPUB and Kindle. Book excerpt: In Roads to Health, G. Geltner demonstrates that urban dwellers in medieval Italy had a keen sense of the dangers to their health posed by conditions of overcrowding, shortages of food and clean water, air pollution, and the improper disposal of human and animal waste. He consults scientific, narrative, and normative sources that detailed and consistently denounced the physical and environmental hazards urban communities faced: latrines improperly installed and sewers blocked; animals left to roam free and carcasses left rotting on public byways; and thoroughfares congested by artisanal and commercial activities that impeded circulation, polluted waterways, and raised miasmas. However, as Geltner shows, numerous administrative records also offer ample evidence of the concrete measures cities took to ameliorate unhealthy conditions. Toiling on the frontlines were public functionaries generally known as viarii, or "road-masters," appointed to maintain their community's infrastructures and police pertinent human and animal behavior. Operating on a parallel track were the camparii, or "field-masters," charged with protecting the city's hinterlands and thereby the quality of what would reach urban markets, taverns, ovens, and mills. Roads to Health provides a critical overview of the mandates and activities of the viarii and camparii as enforcers of preventive health and safety policies between roughly 1250 and 1500, and offers three extended case studies, for Lucca, Bologna, and the smaller Piedmont town of Pinerolo. In telling their stories, Geltner contends that preventive health practices, while scientifically informed, emerged neither solely from a centralized regime nor as a reaction to the onset of the Black Death. Instead, they were typically negotiated by diverse stakeholders, including neighborhood residents, officials, artisans, and clergymen, and fostered throughout the centuries by a steady concern for people's greater health.

Book International Environmental Law and Policy in Africa

Download or read book International Environmental Law and Policy in Africa written by B. Chaytor and published by Springer Science & Business Media. This book was released on 2013-11-11 with total page 365 pages. Available in PDF, EPUB and Kindle. Book excerpt: C.O.OKIDl1 I welcome the opportunity to prepare a Foreword to the book on Environmental Policy and Law in Africa, edited by Kevin R. Gray and Beatrice Chaytor. It is a pleasure to do that because the book is a contribution to the cause of capacity building for development and implementation of environmental law in Africa, a goal towards which I have had an undivided focus over the last two decades. There is still some belief in and outside Africa that for developing countries in general, and Africa in particular, development and implementation of environmental law is not a priority. This belief prevails strongly in many quarters of the industrialised countries. In fact, the view is held either out of blatant ignorance or by some renegade industrialists who fail to appreciate Michael Royston's 1979 thesis that Pollution Prevention Pays.2 That group, for obvious reasons, must have their correspondent counterparts in Africa to provide hope that industries rejected as derelict in the West or inoperable due to rigorous environmental regulation, can find homes to which they can escape and dump their polluting industries.

Available in PDF, EPUB and Kindle. Book excerpt: How do armies fight and what makes them victorious on the modern battlefield? In Divided Armies, Jason Lyall challenges long-standing answers to this classic question by linking the fate of armies to their levels of inequality. Introducing the concept of military inequality, Lyall demonstrates how a state's prewar choices about the citizenship status of ethnic groups within its population determine subsequent battlefield performance. Treating certain ethnic groups as second-class citizens, either by subjecting them to state-sanctioned discrimination or, worse, violence, undermines interethnic trust, fuels grievances, and leads victimized soldiers to subvert military authorities once war begins. The higher an army's inequality, Lyall finds, the greater its rates of desertion, side-switching, casualties, and use of coercion to force soldiers to fight. In a sweeping historical investigation, Lyall draws on Project Mars, a new dataset of 250 conventional wars fought since 1800, to test this argument. Project Mars breaks with prior efforts by including overlooked non-Western wars while cataloguing new patterns of inequality and wartime conduct across hundreds of belligerents. Combining historical comparisons and statistical analysis, Lyall also marshals evidence from nine wars, ranging from the Eastern Fronts of World Wars I and II to less familiar wars in Africa and Central Asia, to illustrate inequality's effects. Sounding the alarm on the dangers of inequality for battlefield performance, Divided Armies offers important lessons about warfare over the past two centuries—and for wars still to come.
