It analyzes the students served by charters and provides data on the total number of charter schools and the students attending them. How to sponsor a charter school, including the appeals process, is described, along with finance and fundraising, the funding approach, per-pupil expenditure, startup costs, facilities, temporary financial assistance, noninstructional services, and transportation. Issues of autonomy are described, such as waivers and control of budget, and information on oversight, renewal, and revocation is discussed. Details are also provided on teachers and staff, including teacher certification, salaries, pensions and benefits, and collective bargaining. Book Charter School Contracts Policy Guide

Download or read book Charter School Contracts Policy Guide written by Rebecca Cass and published by . This book was released on 2009 with total page 8 pages. Available in PDF, EPUB and Kindle. Book excerpt: The charter school concept was first introduced in 1991 when the Minnesota Legislature passed the nation's first charter school law. As of this writing in 2009, 40 states and the District of Columbia have charter school legislation. While the specific characteristics and nuances of these laws vary from state to state, almost every state law explicitly or implicitly requires a charter school to enter into a contract with its authorizer. The contract defines and protects the charter school's autonomy over key operational decisions while specifying anticipated performance outcomes. This agreement is the linchpin of the charter school concept, as it establishes and protects the rights and responsibilities of each party. A quality contract is essential to fully realizing the potential of charter schooling. This guide discusses the following: (1) Background on Charter School Contracts; (2) Key Considerations for Policymakers on Charter School Contracts; (3) Recommendations and Best Practices for State Policy on Charter School Contracts; and (4) Resources and Further Analysis. (Contains 5 resources and 4 endnotes.).

Download or read book The Terms of the Deal written by William Haft and published by . This book was released on 2009 with total page 8 pages. Available in PDF, EPUB and Kindle. Book excerpt: A contract is about commitment and responsibility. It is about the commitment that two or more parties make and the responsibility to deliver on those commitments. When school developers and authorizers turn a charter application into a contract, the relationship transforms: it shifts from aspiration to expectation and from theory to practice. The charter application contains the aspirations and theories of what the school can be. The contract defines the practical expectations for what, in fact, the school will become. The contract is the embodiment of the autonomy-for-accountability bargain and the commitments of both parties. The authorizer commits to entrusting public dollars and public school students to the independent governing board of the school. It also commits to giving the governing board more flexibility in how it operates the school than is afforded traditional public schools. In return, the school's governing board commits to handling the funds responsibly, complying with its legal obligations, and educating the students well. The contract is what makes school-based autonomy and accountability real and thus is critical for making the charter school concept work. This Issue Brief presents the legal framework in which the contract operates, the categories that the material terms should cover, and limitations on the scope. The purpose is to provide the reader with an overview of how to develop a quality charter school contract. (Contains 8 endnotes.).
