The colonization of Korea also transformed Japan and has had long-term consequences for post–World War II Northeast Asia as a whole. Through sections that explore Japan’s images of Korea, colonial Koreans’ perceptions of foreign societies and foreign relations, and international perceptions of colonial Korea, the essays in this volume show the broad influence of Japanese colonialism not simply on the Korean peninsula, but on how the world understood Japan and how Japan understood itself. When initially incorporated into the Japanese empire, Korea seemed lost to Japan’s designs, yet Korean resistance to colonial rule, along with later international fear of Japanese expansion, led the world to rethink the importance of Korea as a future sovereign nation.

Book excerpt: In The Colonial Politics of Global Health, Jessica Lynne Pearson explores the collision between imperial and international visions of health and development in French Africa as decolonization movements gained strength. After World War II, French officials viewed health improvements as a way to forge a more equitable union between France and its overseas territories. Through new hospitals, better medicines, and improved public health, French subjects could reimagine themselves as French citizens. The politics of health also proved vital to the United Nations, however, and conflicts arose when French officials perceived international development programs sponsored by the UN as a threat to their colonial authority. French diplomats also feared that anticolonial delegations to the United Nations would use shortcomings in health, education, and social development to expose the broader structures of colonial inequality. In the face of mounting criticism, they did what they could to keep UN agencies and international health personnel out of Africa, limiting the access Africans had to global health programs. French personnel marginalized their African colleagues as they mapped out the continent’s sanitary future and negotiated the new rights and responsibilities of French citizenship. The health disparities that resulted offered compelling evidence that the imperial system of governance should come to an end. Pearson’s work links health and medicine to postwar debates over sovereignty, empire, and human rights in the developing world. The consequences of putting politics above public health continue to play out in constraints placed on international health organizations half a century later.

Book excerpt: This book highlights important parallels between Carr and three influential figures in the first wave of post-colonialism—DuBois, Césaire and Fanon—on the analysis of imperialism and the causes of war. Specifically, Carr’s analysis of imperialism and war parallels the first wave post-colonial thinkers in two respects. First, Carr’s work historically situates imperialism in the context of the social question in Western democracies. Second, Carr’s work provides an ideology critique to Enlightenment rationalism, which postulates that ‘reason could determine what [are] the universally valid moral laws’ and thus ‘by the voice of reason men could be persuaded both to save their own immoral souls and to move along the path of political enlightenment and progress’ (Carr 1984, 22 and 24). Carr’s ideology critique exposes the Enlightenment’s pretences of reason and universality as a deceptive plea that legitimates imperialism. These parallels, the book argues, reveal that Carr did not only recognise global hierarchy, but also theorised the role of what Julian Go refers to as the ‘episteme of empire’—that is, ‘the meanings and modalities of seeing and knowing that ... accompanied empire and made it possible in the first place’ (Go 2017, 19–20). Carr’s IR theory, in short, was much closer to post-colonial thinking than previously appreciated in the discipline.

Book excerpt: Transitional justice processes are now considered to be crucial steps in facilitating the move from conflict or repression to a secure democratic future. This book contributes to a deeper understanding of transitional justice by examining the complexities of transition in postcolonial societies. It focuses particularly on Zimbabwe but draws on relevant comparative material from other postcolonial polities. Examples include but are not limited to African countries such as South Africa, Rwanda and Mozambique. European societies such as Northern Ireland, as well as other nations such as Guatemala, are also considered. While amplifying the breadth of the subject of transitional justice, the book addresses the claim that transitional justice mechanisms in postcolonial countries are necessary if the rule of law and the credibility of the country’s legal institutions are to be restored. Drawing on postcolonial legal theory, and especially on analyses of the relationship between international law and imperialism, the book challenges the assumption that a domestic rule of law ‘deficit’ may be remedied with recourse to international law. Taking up the paradigmatic perception that international law is neutral and has fixed rules, it demonstrates how complex issues which arise during postcolonial transitions require a more critical adoption of transitional justice mechanisms.

This collection wrestles with the problems of situating Canadian literature in the ongoing debates about culture, identity, and globalization, and of applying the slippery term of postcolonialism to Canadian literature. The topics range in focus from discussions of specific literary works to general theoretical contemplations. The twenty-three articles in this collection grapple with the recurrent issues of postcolonialism — including hybridity, collaboration, marginality, power, resistance, and historical revisionism — from the vantage point of those working within Canada as writers and critics.
