Book excerpt: The report appraises the impact of economic development, or lack thereof, on the welfare of the Colombian population, and the poor in particular, over the last two decades, and, identifies priority areas for public policy action, vis-e-vis the most vulnerable groups. The welfare assessment covers three key areas - income, access to social services, and personal security, while it also compares welfare indicators between urban, and rural areas, and across other regional partitions. Questions are raised on the depths of poverty, and, on the Government's responsiveness to the incidence of poverty. Findings suggest that despite substantial long-term progress, a recent setback fostered an extreme urban poverty, and, although during the period social indicators reflect positive social development trends, homicide and domestic violence for the poor, and property crime for the non-poor have escalated to unprecedented rates, where the burden of crime is disproportionately borne by poor women. This violence disrupts the market economy, imposing a considerable psychological cost on those who are not directly victimized as well. Government actions nonetheless, show huge public expenditure efforts in social sectors, but with mixed results; therefore, the study addresses the imperative need for high economic growth to reverse poverty, through social programs prioritizing on childcare, health, and basic infrastructure. Likewise, an environment of increasing economic insecurity calls for valuable policy instruments, namely, safety-net programs, to enhance social protection.

Monetary poverty dropped, extreme monetary poverty was cut in half, and multidimensional poverty fell. More than five million Colombians overcame poverty. Inequality also decreased significantly. In the middle of an internal armed conflict and peace negotiations, Colombia became a poverty reduction success story. All of this happened under the leadership of President Juan Manuel Santos (2010-2018). How was this accomplished? In this important book, based on his experience and with data and statistics, former President Santos explains how this battle against poverty was waged and describes the tools, programs, and policies that produced these results. In particular, he emphasizes the importance of Colombia's globally pioneering adoption of the Multidimensional Poverty Index (MPI), calculated according to the Alkire-Foster method and developed at the Oxford Poverty and Human Development Initiative (OPHI). The MPI, inspired by the work of Professor Amartya Sen, has been used in Colombia not only as a poverty measure but also as an instrument to guide social policy. The Colombian approach to poverty offers lessons, clearly explained in this book, to other nations, academics, and decision-makers. The Colombian experience demonstrates that, with political leadership and reliable poverty measurement, it is possible to make progress toward social equality.

Book excerpt: The World Bank Group has two overarching goals: End extreme poverty by 2030 and promote shared prosperity by boosting the incomes of the bottom 40 percent of the population in each economy. As this year’s Poverty and Shared Prosperity report documents, the world continues to make progress toward these goals. In 2015, approximately one-tenth of the world’s population lived in extreme poverty, and the incomes of the bottom 40 percent rose in 77 percent of economies studied. But success cannot be taken for granted. Poverty remains high in Sub- Saharan Africa, as well as in fragile and conflict-affected states. At the same time, most of the world’s poor now live in middle-income countries, which tend to have higher national poverty lines. This year’s report tracks poverty comparisons at two higher poverty thresholds—$3.20 and $5.50 per day—which are typical of standards in lower- and upper-middle-income countries. In addition, the report introduces a societal poverty line based on each economy’s median income or consumption. Poverty and Shared Prosperity 2018: Piecing Together the Poverty Puzzle also recognizes that poverty is not only about income and consumption—and it introduces a multidimensional poverty measure that adds other factors, such as access to education, electricity, drinking water, and sanitation. It also explores how inequality within households could affect the global profile of the poor.
