Book excerpt: The Louisiana Community and Technical College System is invited to design a core curriculum for associate degree programs for paraprofessionals and other individuals interested in the field of education. All candidates who pursue Associate of Applied Science Degrees for Paraprofessionals will receive special training that will assist them in instructing students in the areas of reading, writing, math, and school readiness. These courses will focus less upon theory and more upon practical knowledge and strategies that can be applied immediately when working with PK-12 students in classrooms. Candidates will not be allowed to transfer paraprofessional courses to four year institutions. All candidates who pursue Associate of Science in Teaching Degrees will develop essential content knowledge in English, Mathematics, Science, Social Studies, and the Arts to effectively teach children information contained within Louisiana's K-12 content standards. In addition, candidates will take 6 credit hours of education courses that introduce them to the needs of PK-12 students in classrooms. Candidates will be allowed to transfer the credit hours within the approved curriculum to four year institutions and apply all approved courses to a baccalaureate degree in teacher education. Once the curricula for the new degree programs have been designed, national consultants will carefully evaluate the programs to ensure that they meet standards for quality. The review process will support state efforts to recruit and prepare highly qualified educators who effectively address the needs of students in PK-12 schools. These coordinated efforts are ultimately designed to improve the achievement of students in all schools. Book excerpt: This report examines a grass-roots movement for teacher diversity and development: paraeducator pathways into teaching. The desire to recruit a more diverse pool of teachers for urban schools and critical shortage areas has spurned a renewed interest in paraprofessional career opportunity programs. The 149 paraeducator-to-teacher programs identified in a survey by Recruiting New Teachers are described in terms of program scope and purpose; a profile of participants; overcoming barriers to participation; program models; recruiting, evaluating, and tracing participants; program budget and administration; and outlook. Sources of support for paraeducator-to-teacher programs include foundations, federal and state sponsorship, and teacher unions and paraprofessional associations. The study suggests that the paraeducator-to-teacher programs are an important influence in diversifying the teacher workforce, can be an important link between schools and communities, and can raise skill levels and earning power of their participants. A substantial bibliography is included. The appendices include profiles of nine programs; study methodology; presentation of data from the program survey; strategies to help paraeducators surmount barriers to career advancement; and workshop topics for staff. Book excerpt: The job description for paraprofessionals is no longer limited to clerical responsibilities (e.g., recordkeeping, copying, cafeteria and bus duty). Paraprofessionals now support instruction and work under the direction and supervision of certified teachers. According to the Bureau of Labor Statistics, paraprofessionals provide instructional and other support for classroom teachers, allowing the teachers more time for collaboration with their educational teams, lesson planning and direct teaching. States, and even local districts, have their own job titles for paraprofessionals. immediate pressure to employ "highly qualified" paraprofessionals, even though these states may not have any certification requirements for paraprofessionals. Whether states decide they want to institute certification requirements for paraprofessionals is yet to be seen because most of these individuals are employed in schools impacted by NCLB. The real problem that needs to be faced, and sooner if teachers are to continue to have support from paraprofessionals, is that there are increasing educational requirements for most paraprofessionals in the schools, but weak financial incentives for meeting them. In many cases, paraprofessionals do not even receive regular increases to their already low salaries. Nevertheless, requirements must be met. Community colleges are the sensible source for meeting new requirements, not only because they are convenient and economical, but also because they have valuable experience in providing community services off-site and through distance education. Community colleges also can customize existing associate degree and certificate programs, develop assessment preparation courses, and in states where it is applicable, administer any state-adopted assessments. A brief summary of the literature related to the use of paraprofessionals in career centers in addition to a rationale in support of expanded roles for student staff is provided in Section 1. The rationale provided is based on the literature and data collected from 163 paraprofessional program coordinators. An analysis of the data recently collected, as well as recommended guidelines for establishing a student paraprofessional program are summarized in Section 2. Implications of the survey findings for paraprofessional program coordination are discussed. Selection, training, and evaluation materials from varying programs are included in Sections 3 and 4. Section 3 contains an overview of the criteria utilized in identifying outstanding paraprofessional programs and profile descriptions of 24 outstanding paraprofessional program models. Section 4, Resource Materials, contains an extensive collection of resources including selection, training, and evaluation materials gathered from programs nationwide. A survey on the use of paraprofessionals and related letters, a list of the 862 survey respondents, sources of additional information on 163 existing programs, proposed standards on the use of student paraprofessional in student affairs, a bibliography of resources related to the use of student staff in career services, and a bibliography of training resources are appended.
