Book excerpt: This qualitative research study examined special education administrators' perceptions of organizational culture for the school districts or intermediate units in which they were employed, special education administrators' sense of self-efficacy related to their work experience, and the interrelationship between organizational culture and self-efficacy. This study was conducted with 30 special education administrators employed by 22 school districts and 2 intermediate units in southeastern Pennsylvania. The data for this study was obtained from participants through an online survey that contained questionnaires and open-ended questions, as well as individual interviews conducted in person or by telephone. The participants' perceptions of organizational culture and self-efficacy were reviewed according to three variables: (a) the type of organization in which the special education administrators were employed, (b) the setting of those organizations, and (c) the special education administrators' years of experience. The data obtained from this study provided evidence of the significance of the setting of the organization in which the participants were employed for both perceptions of organizational culture and perceptions of self-efficacy. The participants' perceptions of organizational culture and perceptions of self-efficacy were found to be unrelated to one another. This study also provided insight on the complexity of special education administration.

Book excerpt: The purpose of this research was to understand how faculty, staff, and administrators at a newly designated Hispanic Serving Institution perceived the organizational culture and organizational change process. Hispanic Serving Institutions are a quickly growing institutional type. This qualitative single-institution case study sought to understand how faculty, staff, and administrators at a HSI perceived the organizational culture and the organizational change process as a newly designated HSI. Twenty employees who were classified as faculty, staff, or administrators participated in individual interviews where they were asked to share their knowledge and understanding of the HSI designation and how they believed the designation was being perceived by individuals at the institution as well as how they believed the designation impacted the work that is being done on campus. During the data analysis process, four themes were identified: 1) Existing Diversity, 2) Awareness to Action, 3) Institutional Culture, and 4) Funding. These themes provided insight on recommendations for other institutions seeking the HSI designation as well as recommendations for future research initiatives related to HSIs and the organizational change process.

Managerial responses or top-down linear decisions are antithetical to academic organizations and most likely recipes for disaster. In today's "flat world", decision-making for most organizations has become less hierarchical and more decentralized. Understanding this trend is of particular importance for organizations with traditions of shared governance. The message of this book is that understanding organizational culture is critical for those who recognize that academe must change, but are unsure how to make that change happen. Even the most seasoned college and university administrators and professors often ask themselves, "What holds this place together?" Book excerpt: Higher education institutions are increasingly pressured to identify performance measures related to organizational effectiveness. Research has shown that theorists and practitioners have varying views on which criteria most appropriately measure effectiveness in higher education institutions, which has led to the development of a robust model that amalgamates concepts from the major theoretical models into a single framework. This model, known as the Competing Values Framework, accounts for the presence of the paradoxical attributes associated with the complex nature of higher education institutions. This study uses the Competing Values Framework to measure the relationships between measures of effectiveness and cultural and leadership complexity based on the perceptions of faculty and administrators in the North Carolina Community College System. Community colleges represent the largest sector in American higher education, and the North Carolina Community College System is one of the largest and most diverse systems of community colleges in the nation; therefore, it was chosen as a representative sample for this study. The results of the linear regression analyses revealed that significant relationships exist between dimensions of effectiveness and cultural and leadership complexity, with minimal variance between faculty and administrator perceptions. Specifically, effectiveness dimensions related to student satisfaction and development as well as dimensions related to institutional practices and functioning were perceived to be more effective with increasing cultural and leadership complexity. In contrast, effectiveness dimensions related to individual employee satisfaction and development were perceived to be more effective with decreasing cultural and leadership complexity. These results can inform higher education practitioners and theorists on programs and practices that address these findings.

Book excerpt: This publication contains six selected papers from the 30th Anniversary Meeting of the University Council for Educational Administrators (UCEA) in the fall of 1987. The first article, by John A. Thompson discusses problems associated with implementing the agenda of the Holmes Group report in decentralizing the control of schools. Leslie, Snyder, and Giddis, in the second paper, discuss the changes in Florida's administrator preparation programs that delegate virtually all responsibility for training school principals to school districts. In the third study, Pohland, Milstein, Schilling, and Tonigan also take a state level perspective in discussing how the reform climate of the eighties has affected the preparation program at the University of New Mexico. They focus on the flaws inherent in the technical and corporate models of the educational administrator that are implied in the reform movement. Shapiro, in the fourth study, assesses and contrasts two curricular models: the medical model (oriented toward the clinical experience) and an alternative conceptual model that he labels the "artificial science" approach. The last two papers propose shifts in the curricular orientations of preparation programs. Colleen S. Bell argues that managerial instruction attempting to simplify and homogenize organizational experience ill-prepares students for the real life of administration, while Tetenbaum and Mulkeen review gender-based studies that focus on the difference in world view of men and women and differences in the way men and women approach administrative tasks.
