This is done by assigning “innovation” to a core concept, with the basic problem of food security as the horizontal axis and the areas of Northeast Asia as the vertical axis. Specifically, the principle of “collaborative advantage” as a key factor is extracted from case studies on food industrial clustering in each area. As a final objective, a practical policy recommendation is presented while the theorization of the industrial cluster is developed. Therefore it is also a challenge to the old and new issue of food security which has been argued until now.

For the year 2014, NEAEF in collaboration with the Korea Institute for International Economic Policy (KIEP), cooperated in efforts toward achieving closer economic and financial cooperation in Northeast Asia, and continued its focus on research, the annual conference, and meetings aimed at financing regional economic integration and establishment of the Northeast Asian Bank for Cooperation and Development (NEABCD). This work aims to promote functional economic cooperation in terms of cross-border resources, energy supplies, infrastructure construction, capital mobilization, and institutional development. NEAEF, as planned for the year 2014, facilitated conference and meeting activities in which experts presented their perspectives, views, ideas, concrete proposals, and strategies relevant to the issues of a regional institution for financial cooperation. The book investigates the attitudes of the key powers, including China, Japan, South Korea, North Korea, Russia and the US, towards the ideal of greater regional cooperation, with particular emphasis on the implications of domestic factors in each country for regional dynamics. It explores the North Korean nuclear crisis, the continuing tensions over the Taiwan Straits, the impact of Sino-Japanese rivalry, the shift in stance of South Korea towards North Korea since 2001 and its implications for its relationship with the US, and Putin’s attempts to strengthen Russian influence in the region. Book excerpt: The book first examines some radical new directions in Korea's regional policies instigated by the newly established permanent Presidential Commission of Regional Development. The existing nine provinces and seven 'Special Cities' (i.e. metropolitan areas), will yield considerable power and budget authority to seven new mega-regions. Many of the ideas behind the new policies (such as territorial cohesion, regional innovation and regional competitiveness) were inspired from abroad, especially Europe. There are also changes at the lower urban scale to modify Korea's traditional top-down strategies. Previous policies, named ?balanced national development', were targeted at undermining Seoul by redistributing activities, including government, to other parts of the country under the zero sum game assumption. The new policies aim to benefit both the Capital Region and other mega-regions under a ?win-win' assumption. The book evaluates these approaches. Original contributions from some of the field's foremost scholars - including Sang-Chuel Choe, Sir Peter Hall, Andreas Faludi, Michael Storper, Takashi Onishi, Maryann Feldman and Sam Ock Park - identify priorities for territorial integration, develop ideas for crossborder cooperation, discuss EU policy and policies for overall regional competitiveness, examine the construction of regional entrepreneurial advantage and consider fiscal policy and decision-making.
