Book excerpt: The North American Technology and Industrial Base Organization (NATIBO) fosters cooperative planning for technology and industrial base program development among and between the Defense Departments of the U.S. and Canada. The NATIBO objectives are to: * Promote the development, administration, communication, and execution of the U.S. Department of Defense (DoD) and Canadian Department of National Defense (DND) technology and industrial base programs and policies. * Foster cooperation between the Governments of the United States and Canada in development of coordinated technology and industrial base policies and programs. * Leverage resources through cost sharing and economies of scale afforded through coordinated studies and projects involving research, development, industrial capability, and logistics programs. * Promote the exchange of technology and industrial base data between Canada and the U.S., the military services, other government agencies, and industry. * Promote coordination of technology and industrial base planning and insertion programs undertaken by the responsible U.S. and Canadian departments and agencies in support of their national security responsibilities. * Ensure that North American technology and industrial base considerations are taken into account during U.S. or Canadian military and/or civilian emergency planning activities. * Enhance the national security of both nations by promoting the competitiveness of the North American technology and industrial base. A Memorandum of Understanding (MOU) between DoD and DND for North American Technology and Industrial Base (NATIB) Activities was signed on 30 May 2001. The MOU is an umbrella document that covers research, development, technical demonstration and technology insertion activity in the two Defense Departments.

Book excerpt: This is the first textbook on a generally applicable control strategy for turbulence and other complex nonlinear systems. The approach of the book employs powerful methods of machine learning for optimal nonlinear control laws. This machine learning control (MLC) is motivated and detailed in Chapters 1 and 2. In Chapter 3, methods of linear control theory are reviewed. In Chapter 4, MLC is shown to reproduce known optimal control laws for linear dynamics (LQR, LQG). In Chapter 5, MLC detects and exploits a strongly nonlinear actuation mechanism of a low-dimensional dynamical system when linear control methods are shown to fail. Experimental control demonstrations from a laminar shear-layer to turbulent boundary-layers are reviewed in Chapter 6, followed by general good practices for experiments in Chapter 7. The book concludes with an outlook on the vast future applications of MLC in Chapter 8. Matlab codes are provided for easy reproducibility of the presented results. The book includes interviews with leading researchers in turbulence control (S. Bagheri, B. Batten, M. Glauser, D. Williams) and machine learning (M. Schoenauer) for a broader perspective. All chapters have exercises and supplemental videos will be available through YouTube.

The current report summarizes findings for the 2007-2008 period, during which 95 volunteer experts in fields of science and engineering participated in the following activities: visiting ARL annually, receiving formal presentations of technical work, examining facilities, engaging in technical discussions with ARL staff, and reviewing ARL technical materials. The overall quality of ARL's technical staff and their work continues to be impressive, as well as the relevance of their work to Army needs. ARL continues to exhibit a clear, passionate concern for the end user of its technology-the soldier in the field. While two directorates have large program-support missions, there is considerable customer-support work across the directorates, which universally demonstrate mindfulness of the importance of transitioning technology to support immediate and near-term Army needs. ARL staff also continue to expand their involvement with the wider scientific and engineering community. This involvement includes monitoring relevant developments elsewhere, engaging in significant collaborative work (including the Collaborative Technology Alliances), and sharing work through peer reviews. In general, ARL is working very well within an appropriate research and development niche and has been demonstrating significant accomplishments.

Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.

Transportation systems will be safer, more efficient and more comfortable. Cars are going to be the third living space, as passengers will have the freedom to use their car to live, work and travel. Despite the massive effort devoted, both by academia and industry, to developing connected and automated vehicles, there are still many issues to be addressed, including not only scientific and technological, but also regulatory and political issues. This book, mostly centered on the scientific and technological aspects of CCAMs, features seven articles highlighting recent advances of the state of the art in different CCAM technologies. Two papers address vehicular platooning, a key application for day-1 automated driving, other presents a scheme to improve the resource utilization of vehicular networks, while another paper addresses critical train communications, proposing an architecture based on 5G, SDN and MPTCP to provide path diversity and end-to-end redundancy. One paper describes the status of roadside deployment activities and analyzes the policies and practices of cooperative driving in the European Union. Finally, two review papers, one on congestion control techniques for VANETs and the other on fault tolerance techniques for vehicular networks, conclude the book.
