The U.S. Army Engineer District, Galveston, requested the U.S. Army Engineer Research and Development Center (ERDC), Coastal and Hydraulics Laboratory (CHL), to conduct this study to assist in formulation and assessment of alternatives for improving navigation along the Gulf Intracoastal Waterway (GIWW) between the Brazos River and the San Bernard River and vicinity. In recent years, a spit has grown from northeast to southwest across the San Bernard River mouth. The migrating river mouth is narrowing, and sediment shoaling landward of it has reduced the river's discharge to the Gulf of Mexico. River flow is diverted into the GIWW, increasing the current velocity in an unpredictable way and possibly increasing sediment shoaling at the intersection of the river and the GIWW, as well as to the east at the west floodgate to the Brazos River. The present study was performed to identify and evaluate alternatives for maintaining the San Bernard River mouth. The San Bernard River is located in north-central Texas and flows through the alluvial valleys of the Colorado River and Brazos River. The central Texas coasts spans several zones from humid in the north to dry subhumid in the south. Average annual rainfall ranges from 104 to 125 cm, with large variations possible between droughts and precipitation brought by tropical storms. The San Bernard River has a much smaller drainage area than either the Colorado River or the Brazos River, with correspondingly much weaker flows and sediment discharge. Therefore, local storms primarily determine its flow. This study was organized in three components as an analysis of the coastal geomorphology and sediment-transport processes, a hydraulic analysis of the river and tidal flow, and a synthesis of results leading to development and evaluation of alternatives.

Spits are unique natural environments whose evolution is linked to the adjacent coast and near shore morphology, sediment supply, coastal dynamics and sea-level change. Over the past century, Global Mean Sea Level (GMSL) has risen by 10 to 20 centimetres and many coastal spits represent the first sentinel against coastal submersion. Scientific research indicates that sea levels worldwide have been rising at a rate of 3.5 millimetres per year since the early 1990s, roughly twice the average speed of the preceding 80 years. This trend, linked to global warming will undoubtedly cause major changes in spit morphology. Spits are highly mobile coastal landforms that respond rapidly to environmental change. They therefore represent a signature of past environmental change and provide a landform indicator of climate change.

Book excerpt: The major prolems of this region include: (a) erosion of the beach immediately east of Anaheim Bay (Surfside-Sunset Beach), and (b) optimum location and temporal distribution of up to one million cu yd of material suitable for beach nourishment from the widening and deepening of the Santa Ana River flood-control project. In addition to these major problems, two associated tasks exist: (a) hydraulic design of a tidal flow system to allow for the flooding and emptying of a marsh habitat development area immediately north of the Pacific Coast Highway (on the east side of the Santa Ana River), and (b) development of design feasibility concepts for maintaining an opening at the mouth of the Santa Ana River to allow passage of tidal flow up the river to the habitat area. Complete closure of the exit of the Santa Ana River now occurs as littoral material is trapped between the jetties, particularly during the summer months when riverflow is minimal. The habitat area is being developed to mitigate the loss of 8 acres of wildlife areas resulting from the planned widening of the Santa Ana River, and to preserve 84 additional acres in response to the mandate of the Endangered Species Act. Utilization of as much of this excavation material as possible for beach nourishment purposes is highly desirable.

The Gulf of Mexico is an open and dynamic marine ecosystem rich in natural resources but heavily impacted by human activities, including agricultural, industrial, commercial and coastal development. The Gulf of Mexico has been continuously exposed to petroleum hydrocarbons for millions of years from natural oil and gas seeps on the sea floor, and more recently from oil drilling and production activities located in the water near and far from shore. Major accidental oil spills in the Gulf are infrequent; two of the most significant include the Ixtoc I blowout in the Bay of Campeche in 1979 and the Deepwater Horizon Oil Spill in 2010. Unfortunately, baseline assessments of the status of habitats and biota in the Gulf of Mexico before these spills either were not available, or the data had not been systematically compiled in a way that would help scientists assess the potential short-term and long-term effects of such events. This 2-volume series compiles and summarizes thousands of data sets showing the status of habitats and biota in the Gulf of Mexico before the Deepwater Horizon Oil Spill. Volume 1 covers: water and sediment quality and contaminants in the Gulf; natural oil and gas seeps in the Gulf of Mexico; coastal habitats, including flora and fauna and coastal geology; offshore benthos and plankton, with an analysis of current knowledge on energy capture and energy flows in the Gulf; and shellfish and finfish resources that provide the basis for commercial and recreational fisheries.
