A thorough understanding of environmental variability greatly increases the likelihood of mission success. To ensure that naval forces have the most up-to-date capabilities, the Office of Naval Research (ONR) has an extensive environmental research program. This research, to be of greatest use to the warfighter, needs to be directed towards assisting and solving battlefield problems. To increase research community understanding of the operational demands placed on naval operators and to facilitate discussion between these two groups, the National Research Council's (NRC) Ocean Studies Board (OSB), working with ONR and the Office of the Oceanographer of the Navy, convened five previous symposia on tactical oceanography. Oceanography and Mine Warfare examines the following issues: (1) how environmental data are used in current mine warfare doctrine, (2) current procedures for in situ collection of data, (3) the present capabilities of the Navy's oceanographic community to provide supporting information for mine warfare operations, and (4) the ability of oceanographic research and technology developments to enhance current mine warfare capabilities. This report primarily concentrates on the importance of oceanographic data for mine countermeasures.

Book excerpt: What is the ideal force structure for a Littoral Combat Group? This thesis examines the threats posed in the littoral environment and recommends a mixture of surface combatants to reduce the risk to forces operating in a contested littoral environment. By examining the major amphibious campaign conducted by the British in the Falklands War, valuable lessons were extracted and applied to this hypothetical combat group. Further analysis was applied to the theoretical work of naval strategists who have considered how littoral warfare should be conducted. The result has been the development of counterarguments to some of the more widely accepted recommendations. This thesis concludes that the Navy and Marine Corps are currently not well prepared for littoral combat, but that the scales can be tipped toward success by feasible revisions to command arrangements and the embarked force structure.

Approximately 95% of the world's population lives within 600 miles of sea, 80% of all countries border the coast and 80% of the world's capitals lie within 300 nautical miles of shore. With the end of the cold war, DoD's focus has shifted from a land/sea battle scenario with a monolithic global adversary to dealing with low-intensity conflicts in the near-coastal or littoral regions. In wartime, the ability to dominate the littoral, including the undersea environment, allows operating with impunity in the face of area denial threats while taking initial action to defeat those threats and prepare the battlespace for follow-on forces. information superiority - understanding and exploitation of the natural environment -- is critical to safe and effective operation of joint forces engage in littoral expeditionary warfare. The tactical advantage will probably depend not on who has the most expensive, sophisticated platforms - but rather in who can most fully exploit the natural advantages gained by a thorough understanding of the physical environment. Every aspect of the littoral environment is of critical import to conducting military operations, a huge challenge.

For the Navy, the challenges have centered on developing maritime capabilities to prosecute the GWOT as far forward as possible. To assist the Navy's planning in this area, the former Chief of Naval Operations requested the NRC to conduct an assessment of the adequacy of and prospects for improving the role of Naval Forces in the GWOT. The study developed a defense-in-depth framework as the organizing principle for the report. The report contains information as described in 5 U.S.C. 552(b) and therefore could not be released to the public in its entirety. The public version consists of an executive summary that presents an assessment of the transformation of naval forces for addressing the GWOT; a brief description of the defense-in-depth framework; and a list of findings and major recommendations.

From the Sea' have shifted the focus of U.S. maritime strategy from open-ocean (blue-water) operations to near-land (littoral) operations. U.S. naval strength lies in the capability to conduct sustained operations on the high seas, but the littoral environment and the potential enemy which may be encountered there impose new demands on our naval forces. It is imprudent to assume that the U.S. Navy can transfer their open-ocean proficiency into the littoral unmodified. This thesis evaluates the U.S. Navy's ability to conduct operations within this environment through its Littoral Warfare tactics, doctrine, and training. Then corrective actions for building littoral tactics and doctrine are recommended. It is intended that the recommendations will initiate a tactical debate to better prepare U.S. naval forces for operations within littoral regions throughout the world.
