Book excerpt: The term Deepwater refers to a collection of more than a dozen Coast Guard acquisition programs for replacing and modernizing the service's aging fleet of deepwater-capable ships and aircraft. Until April 2007, the Coast Guard had pursued these programs as a single, integrated acquisition program that was known as the Integrated Deepwater System (IDS) program or the Deepwater program for short. The now-separated Deepwater acquisition programs include plans for, among other things, 91 new cutters, 124 new small boats, and 247 new or modernized airplanes, helicopters, and unmanned aerial vehicles (UAVs). The Coast Guard has requested a total of $990.4 million in acquisition funding for FY2009 for Deepwater programs. The year 2007 was a watershed year for Deepwater acquisition. The management and execution of what was then the single, integrated Deepwater program was strongly criticized in reports and testimony from the Department of Homeland Security Inspector General (DHS IG), the Government Accountability Office (GAO), the Defense Acquisition University (DAU), and other observers. House and Senate committees held several oversight hearings on the program, at which several Members of Congress strongly criticized the management and execution of the program, particularly regarding problems in programs to acquire new and modernized cutters and patrol boats. Bills were introduced to restructure or reform the Deepwater program in various ways. Coast Guard and industry officials acknowledged certain problems in the program s management and execution and defended the program s management and execution in other respects. The Coast Guard announced a number of reform actions that significantly altered the service s approach to Deepwater acquisition (and to acquisition in general), resulting, for example, in the shift from a single, integrated Deepwater acquisition program to a collection of individual Deepwater acquisition programs.

On July 13, 2007, the U.S. Coast Guard took an important step on its acquisition reform journey when it reached initial operating capability of its reorganized Acquisition Directorate, effectively merging the legacy acquisition organization and the Deepwater Program Executive Office, which oversees the Coast Guard's 25-year plan to replace or refurbish all its equipment. The voyage has been challenging but rewarding, as the Coast Guard has uncovered a number of lessons learned that essentially reinforced proven acquisition best practices and put the Coast Guard appropriately in control while assuming the role as the lead systems integrator for major systems acquisition. Coast Guard major systems acquisition is more important than ever, as its annual appropriation for acquisition, construction, and improvement -- funding that is specifically designated for major capital improvements such as the acquisition and rehabilitation of vessels and aircraft -- has tripled over the last decade. Delivering capabilities through goods and services is the fundamental tenant of the Coast Guard's acquisition arm. Without new and refurbished boats, cutters, planes, helicopters, and command and control systems to enable the rescue of distressed boaters, enforcement of laws and regulations, and prosecution of homeland security threats, front line operators would be unable to complete the Coast Guard's mission. However, making mission execution more effective and efficient requires highly integrated, interoperable systems that can be expensive and often push the technological envelope.

GAO’s prior work has identified the Coast Guard’s reliance on its annual budget process to manage its acquisition portfolio as a challenge. GAO was asked to review the recapitalization of the Coast Guard’s acquisition portfolio. This report assesses, among other topics, the extent to which the Coast Guard has made changes to how it manages its acquisition portfolio. GAO recommends that the annual CIPs reflect acquisition trade-off decisions and their effects, and that the EOC review the overall acquisition portfolio and its affordability annually. DHS concurred with the CIP recommendation. DHS did not concur with the EOC recommendation. It noted that other existing Coast Guard bodies are responsible for evaluating and prioritizing funding. However, DHS stated that the EOC charter will be updated to require it to review the overall acquisition portfolio, including long-term planning. If this long-term planning accounts for budget realities for the acquisition portfolio, GAO believes the intent of the recommendation will be met.
