Book excerpt: Excerpt from Twenty-Third Annual Report of the State Inspector of Coal Mines, 1935 The report on the coal industry for Colorado for 1930 is very gratifying as it shows a substantial increase in production over 1934 and a trend towards better times. Colorado produced tons of coal during the calendar year of 1935, which represents an increase of tons over the year of 1934. This tonnage was produced by 367 mines employing an average number of miners and other employees who worked man-days, an increase of 272 men and man-days over 1934. There were 342 companies and individual operators reported. With very few operators working more than one mine. The 1934 production was approximately 42% of that produced in 1918 which was the peak year in the coal industry of Colorado. Since 1929 the production dropped steadily until this year, which showed an increase as above stated. The great decrease in production also diminished the revenue which is necessary to maintain this department. To overcome this loss in revenue, new legislation was enacted by the Thirtieth Gen eral Assembly requiring all coal mines to take out an annual license. Mines producing 500 tons or less annually pay a fee. Mines producing in excess of 500 tons and less than tons pay an annual fee of All mines producing in excess of 1 000 tons annually must procure a license. Three hundred Sixty licenses to operate a. Coal mine were issued to mines producing from 20 tons of coal annually, to the largest which produced tons of coal during 1935. Seven mines closed either prior to the law going into effect or were closed for failure to get a. License. Of the 367 mines reporting only 76 have railroad connection, the balance being served by trucks and wagons. The number killed in and around mines was 26 men, 4 of whom were killed in the Bear Canon mine explosion in Las Animas county. There were injuries reported. Detailed ratings of injuries and deaths are recorded in the tables of this report. A number of new names appear in the list of mines reported herein. They do not all represent new mines. In most cases they are old mines reopened under new names by new Operators. How ever, in cases where the mines have changed hands the old names were retained unless the operator insisted on the change. Economy in the use of timber has been essential to commercial success in European mining for several generations and it was to the Old World that our operators went for their first systems of timberless mining. The use of steel and masonry for the support of mine shafts and tunnels has long been practised in Europe not only because of dear timber but because most mines there are considered to be long-term investments rather than temporary speculations. As this replacement of timber supports by other material involves no new mining system and has been thoroughly covered by other writers, it will not be described in this treatise. Though most of the mining methods considered consume some timber, their economy in that respect is so marked as to justify the use of a title Mining without Timber. Book excerpt: Excerpt from Coal-Mine Fatalities in the United States, 1870-1914: With Statistics of Coal Production, Labor and Mining Methods, by States and Calendar Years Classification and study of mine accidents on the basis of number of persons killed is common and very old, but fails to throw enough light upon the problem involved. Many serious accidents in mines have no fatal results, hence in a tabulation of fatalities they are overlooked and the real hazard of the industry is not made clear. An accident does not necessarily include an injury that may result therefrom. Such accidents as the breaking of a hoisting cable, an explosion of powder, gas, or dust, a runaway car or motor are all serious. Although no loss of life results, they should be recorded, investigated, and studied to prevent their repetition. NO accurate data for the United States are available showing how far the personal element as related to the miner and his co-worker, the mine foreman, or to the superintendent and others in authority, contributes to accidents. Many accidents are due to inexperience on the part of the miner, his failure to heed orders, a misunderstanding of instructions and last, but not least, carelessness of himself or his fellow worker. A foreman or superintendent may fail to give proper warning regarding the conditions of certain parts of the mine; he may not have inspected certain rooms or entries on the day of a mine accident; the mine may not be properly equipped, or the operator may neglect to comply with the inspector's recommendations. There is, therefore, a personal element on the part of both the operator and the miner that must be considered. Legislation and the enactment of compensation laws will make the operator realize the seriousness of the mine-accident situation, when fatalities and injuries are to be paid for in legal tender of the realm. The miner must be educated and made to realize the dangers he encounters; he must learn that self-preservation and the safety of his fellow workmen should receive his first attention; he should cooperate with his employer, his asso ciates, and the State mine inspector to the end that the mine hazard may be reduced to a minimum. Cooperation for safety should be the watchwords of the operator, miner, State inspectors, and all others in any way interested in the mining industry.
