Book excerpt: Climate change is one of the most challenging problems for the world, which leads researchers to study on the decrease of its impact to the environment at several disciplines. One of the most adverse effects on environment can be observed in transportation area. Hence, in this paper, the impact of bridge maintenance on the environment is inquired in the bridge maintenance prioritization perspective. The aim of this paper is to rank the bridge maintenance projects using type-2 neutrosophic number (T2NN) based fuzzy WASPAS (Weighted Aggregated Sum Product Assessment) and TOPSIS (Technique For Order Preference By Similarity To An Ideal Solution) to test five alternative bridges, where a critical environmental criterion is introduced in this model, which addresses to additional CO2 emission because of truck detours in the event of a bridge closures. The applicability of the proposed model is demonstrated in a case study in Turkey. The evaluation findings show that the ranking results are robust and the CO2 emission criterion is found to be the dominant criterion in the multicriteria decision-making model proposed in this paper.

Therefore, there is a critical need for research about evaluating the condition of existing bridges, investigating rehabilitation methods and organizing a management model for these bridges. Bridge Management Systems offer an effective decision-making tool for prioritizing maintenance, repair and rehabilitation (MR & R) activities taking into consideration such factors as budget constraints, suitability of MR & R methods, type and severity of bridge damages, safety, and user cost. In this research a multi-objective Genetic Algorithm is proposed to find the optimal long-term MR & R strategies for a set of reinforced concrete bridge decks based on the current status of the bridges, the applicability of several MR & R methods and their recovering effects, safety of the network, and the available budget. In this process, uncertainties associated with performance and safety have been modeled. The proposed methodology is demonstrated using a case study about bridges in Montreal partially based on real data obtained from the Ministry of Transportation of Quebec.

Book excerpt: Major bridge stakeholders such as federal and provincial transportation agencies are in dire need for objective knowledge-based systems that assist decision-makers in the selection of bridge type. Besides that, estimating bridge construction costs at the conceptual design stage is an increasing necessity for accurate budgeting and effective allocation of funding. Whilst multiple bridge management systems have already been developed; they still possess major drawbacks pertaining to interoperability and integration with complex time and cost optimization-related problem solving. In another perspective, infrastructure restoration has been backlogged with multifaceted factors that have captured the attention of municipal and federal authorities. Several successful integrations of bridge information management systems (BrIMS) with decision support systems and computer-aided engineering design solutions have significantly leveraged downstream processes of bridge maintenance operations and inspired many researchers. The subjective nature of evaluating bridge conditions and deteriorations is the main factor that influences bridge maintenance, repair, and replacement decisions. In order to overcome this shortcoming, the objectives of this study are intended to demonstrate the viability of integrating a decision support system with a stochastic gamma deterioration model utilizing a probabilistic fuzzy logic strategic approach at the conceptual design stage. In summary, this study presents a systematic multi-objective knowledge-based approach for selecting bridge type, forecasting elemental deteriorations, linear scheduling, and estimating construction costs at the conceptual design stage. The proposed methodology comprises a framework to deploy a system that automatically generates conceptual cost estimates by integrating objective functions with bridge information modeling (BrIM) through an external data interchange protocol in synchrony with interoperability standards. Deployment of the developed system shall minimize the degree of subjectivity involved while decision makings pertaining to bridge projects and assists designers and cost engineers obtain results in an integrated quantitative, qualitative, and systematic manner. The successful deployment of the expert system signifies a technological achievement of novelty pertaining to the integration of bridge information modeling (BrIM) concept with probabilistic fuzzy logic strategic approaches at the conceptual design stage of bridges.

Book excerpt: Managing the existing bridge infrastructure has become a major social and economic concern in North America. This is due to the critical conditions of the deteriorated bridges and the limited funds available to repair their deficiencies. Most transportation agencies make bridge investment decisions based on a combination of some form of quantitative data analysis and the subjective judgments of decision and policy makers. The subjective nature of the decision making process easily raises questions about whether the investment decisions are being developed in a fair, equitable and systematic manner. This dissertation presents a decision support methodology developed for the rehabilitation management of concrete bridges in general, and for bridge decks in particular. A probabilistic bridge condition assessment method is developed. This method is consistent with the current practice in bridge inspection and the Markovian approach to model deterioration. A means to rank bridge projects is presented, which makes use of a hierarchy structure to represent the problem and rank the different bridge projects using the Multi Attribute Utility Theory (MAUT). A method to evaluate the available rehabilitation strategies is discussed. This method uses a modified Analytic Hierarchy Process (AHP) and the Monte Carlo simulation technique to evaluate the weights for the different rehabilitation strategies available for each project. A decision making technique to select a recommended work program that maximizes benefits to the network and to the users is developed. The developed methodology has the potential to be extended to other bridge components and to be the foundation for a comprehensive bridge management system. The significant features of this methodology can be summarized as follows: (1) It is consistent with the current practice in bridge management condition assessment and deterioration modeling. (2) It employs a multiple-criteria decision making process; (3) it has the flexibility to allow engineers to utilize their experience and judgment in the decision making process; and (4) It combines the network and the project levels of the bridge management process and performs effectively within a limited budget.

Book excerpt: Evaluating the cost-effectiveness of new techniques, materials, and systems to extend bridge life frequently requires some form of life cycle analysis at the project level. Where networks are concerned, life cycle analysis can be useful in determining budgetary levels and the scheduling of activities which will ensure that maximum bridge life is obtained. As part of this latter process, a procedure developed for the state of Texas is reported, which allocates a budget for bridge replacement and rehabilitation projects using multi-attribute criteria and user-friendly computer programs. The system is a two-level closed loop procedure based on standard bridge inventory data and addresses the concerns of both state and district levels within the state. One state level program determines those bridge projects meeting FHWA financing criteria while a second program takes this subset and applies specific state criteria for project ranking and prioritization. The user of this module can rank the candidate projects using a multi-attribute technique and can complement this with an automatic qualification process based on user-defined threshold values. The multi-attribute approach uses statistical techniques applied to the entire state bridge population. Therefore, as this data set is regularly updated in accordance with FHWA requirements, it captures information on both recent deterioration and improvements to structures. A district reporting program incorporates regional knowledge of structures and their condition into the decision-making process.
