Book excerpt: La pratique comptable internationale, stimulée par les consééquences de la suppression de la convertibilité or du dollar en 1971 et cautionnée par les nouvelles théories financières, favorise la prise de contrôle de l’économie réelle par la « finance » sur la base de l'endettement. Cette pratique, en s'appuyant sur la juste valeur, assimilée au prix instantané du marché, remet en cause la notion même du capital de la société. En effet, selon notre conception patrimoniale et « latine » de celui-ci, le capital est la pierre angulaire sur laquelle est bâti l'édifice que l'on appelle « société », qui constitue la structure juridique d'accueil de l'entreprise qui s'est constituée en faisant émerger la notion d’« entité entreprise ». C'est au gestionnaire de conserver la valeur de ce capital dans la durée, ce qui n'est possible que si, comme le montre l'évolution de la comptabilité depuis le néolithique, le coût historique, justifié par la théorie de la valeur compétence, est utilisé. Or, en se référant à la juste valeur fluctuant au gré de l'offre et de la demande, il n'est plus possible de disposer d'une base de mesure stable permettant de mesurer cette conservation. Cela a favorisé l'émergence de la notion de « coût du capital » qui fonde les gouvernances partenariales dans le cadre d'une comptabilité dynamique et actionnariale dans celui d’une comptabilité statique, fut-elle positive, au risque que tout l'édifice de l'économie de marché, entreprise en tête, ne vole en éclat. La comptabilité perdrait alors ses rôles disciplinaire et de contrôle comme système d'interdits pour canaliser la violence naissant entre les hommes de l'expression de leurs désirs mimétiques

In the coming decades, the impact of climate change is expected to intensify floods and droughts, affect groundwater resources, raise sea levels, increase pollution and enhance the frequency and magnitude of disasters. Societies around the world are challenged to adapt to these threats to ensure water security, economic prosperity and environmental and cultural sustainability. This book deals with the heritage of water management and the use that was made of water, as well as the impact of water management on heritage. An example of the former may be an ancient irrigation system in the Filipines or in the Middle East that still functions today, while the latter may reflect the importance of maintaining groundwater levels for the preservation of organic remains on archaeological sites or of wooden piles underneath standing buildings. In either case the papers in this book reflect the dynamic nature of water, and hence the equally dynamic relation between water management and heritage. This publication follows up on a Heritage and Water conference in Amsterdam, the first of its kind. Its main purpose is to credibly present the importance and value of heritage and historical experience for water and sustainable development, and vice versa, present the importance of water management for the protection of heritage.
